I understand, that Garruk is expensive both in CMC and $$, but I won't drop him alone- Genesis Hydra allows a permanent of X or less from the top X cards- this include Planeswalkers. The full playset is to maximize the potential of hitting him or Nissa.

Vraska doesn't really do anything, though. If her effect on the board is substantial, that means there was nothing going on in the first place.
