Welcome to Bureaucracy, AKA Government Shutdown. This is a flavor deck. While it is designed to win, it is not designed to maximize efficiency. I know there are better cards to support the win condition, but that's not the point. The idea is to do what it says on the tin- Win not with combat tricks or shenanigans, but by putting up so much red tape that eventually the game ends with a full board of useless opponents, held up by little men in pressed suits who held a filibuster.

The strategy is simple enough- Dump enchantments on your opponents creatures. Sphere of Safety and Propaganda to tax their mana.

Grand Arbiter Augustin IV taxes a bit and also makes most of your spells cheap. Gideon's Lawkeeper makes for some targeted removal, and Droning Bureaucrats completely shuts down weenies or X costers.

Unsummon is and always has been excellent utility- Bounce tough tokens or things you can't deal with immediately, or save your win con from removal. Redirect removal, problematic enchantments or burns. Robe of mirrors is obviously for protecting your win con. Silence also makes for great protection.

How it plays- Sphere of Safety taxes based on the number of enchantments you have. Since this deck is almost entirely enchantments, you're going to be taxing a lot. Often, it can become impossible for opponents to swing at all unless they run mana ramp. Those enchantments are also acting as targeted removal, ensuring that opponents can't reasonably swing. So again, pretty straight forward. "Protect" them from doing themselves harm by swinging, and tax them for the service like a good government should. Then, shut down with a filibuster.
