I think 2x Jace is enough and the sweet spot for lands would be 24-25. Consider Blighted Cataract

Awenna if I was running multiple colors then 24 to 25 lands would be good. For mono it's 21 to 22 lands. Blighted Cataract would be great if it didn't cost 5U to play it's ability.
smatdu42 if I went with investigate then the control portion of this deck wouldn't be able to compensate with the lack of lands being used for the artifact tokens.

smatdu42 you don't see what Talent of the Telepath helps with do you? If Thing in the Ice Flip is in play, cast Talent of the Telepath remove one of the four ice counters on it. If I have spell mastery while casting it then I get to cast two sorcery or instant spells from the 7 cards revealed. That's three ice counters removed and 7 cards going to my opponent's graveyard, plus whatever instant or sorcery cards that I get to play for free that my opponent had. Also Startled Awake Flip mills for 13, show me another card that can mill for that amount in standard.

also i didn't say that Startled Awake Flip is bad i said that i thought the investigate mill way was faster but after some testing i came to the result that it wasn't it needs too many cards.
Also if you aren't budjet limited the other jace seems interesting too:The loot and flash back works verry well with Startled Awake Flip Talent of the Telepath and Thing in the Ice Flipit's basicaly an upgrade of your Reckless Scholar

And that's exactly why Ulamog, the Ceaseless Hunger isn't in this deck. I ran him in another deck where I was able to get him out on turn 5! Rotation hit and that ability isn't viable.

Talent of the telepath, while 4 cmc for 7 mill is ok, it is bad. another 4 drop that chttp://tappedout.net/mtg-card/forgotten-creation/ould be good (not saying take out all of the Talent of the Telepath maybe split 2 and 2 is Forgotten Creation because with tutelage on the battlefield it can sometimes cut out chunks of 6-10 cards in the late game.

It may be worth it to throw in a splash of white for Reflector Mage and/or Narset Transcendent. With Reflector Mage you get a little bit of bounce, and Narset's -2 rebound works incredibly well with Talent of the Telepath and Startled Awake Flip. Then of course there's always Jace, Vryn's Prodigy Flip if you don't feel like eating for a couple weeks.

BigDaddyPoohBear my deck is only running 2 of Talent of the Telepath and it does well getting the ice counters off of Thing in the Ice Flip.
TheThrashKing92 to splash white will cause the whole deck to be restructured. Leaving it mono-blue as is.
Played this deck in FNM on 4/22/16 and 15 minutes into the first game on round one my opponent rage quit and said "I'm not having any fun, I quit." The guy dropped from the tournament and went to play draft.

I've made my own version for my FNM.
It's still being tested but I've found that adding Warped Landscape helps getting that little push toward delirium when your oponent doesn't do much during a turn.
Delirium makes the Manic Scribe insanely efficient. Enter (3) - Pass turn (3) for a 2 drop.
Worst case scenario the land still gives you a colorless mana.

Hey man, love the deck. And I shall be giving it my very first +1 ever given out.
Since your deck is mono-blue and you have all the tasty tasty Islands have you thought about Engulf the Shore a sweet bit of mass removal that only really works if you have a heap of islands. Which of course you do.
I'd suggest main boarding 2 and sideboarding 2. Just means you've got game against super fast, creature heavy decks. It fogs your opponent for a couple of turns.
I currently run a UR Mill deck and am seriously considering changing to Mono-blue.

Love this deck, I am currently building one very similar to this. I have a few questions to ask since I am new to MTG and advice would greatly be appreciated.
Grip of the Roil to me seems like good protection as well as drawing a card and is often only costs the (2).
Containment Membrane which seems better than Sweep Away since this is more of a permanent solution for the same cost.
Slip Through Space is a cheap 1 card draw, though it doesn't have much advantage for its actual ability.
and finally Crush of Tentacles this card seems like it could help out a lot and as a backup plan.

Simon87, thank you for the honor! I use Thing in the Ice Flip for the mass removal and I'm running 4 of them.
Timekiller11 haven't had a problem getting Delirium to trigger off. Reckless Scholar helps out a lot!
control_is_the_new_black, Sweep Away works insanely well for me. I use it only when a creature attacks and it gets milled out on my turn as long as my opponent doesn't draw a card on their second main phase! Slip Through Space doesn't work for me as its main ability is for attacking. Other than drawing cards it's not viable in my deck even though I took it into consideration while building this deck. As I stated that this deck is build to take out my opponent's library regardless of my life total with the little defense I have built into it.

Cheers man :). Yeah I know Thing in the Ice Flip does the business. Just that Engulf the Shore is a little more consistent as a sweeper. This is the deck I threw together today after seeing yours We 'Mill', We 'Mill' Rock You :). Alternate wins FTW :p.

I play tested your deck against my werewolves deck, and I can wholeheartedly confirm what Awena stated: the deck needs more mana. Now, perhaps I'm not playing your deck right; it is yours, after all. However, to beat an aggro deck, control decks need more than 24 mana-sources, at least from my understanding.
Again this is just all my opinion, on the deck. It's a good setup, but it's hard to set up.

DragonUnbroken I've tried running 25 mana and played against an aggro werewolves deck and it gets beat every time. Always got flooded with no answers.

Day's Undoing or Alhammarret's Archive work with Sphinx's Tutelage ?
What about including a Confirm Suspicions in your sideboard?
Also, because most counter spells cost 3, wonder if Brain in a Jar would help? I mean, the card doesn't look that great to me, but it could be worth trying.

Have sphinxs tutelage andthe archive out, you have alreadydrawn a card, you use days undoing and both draw seven however you actually draw fourteen, they are milling two for each card you draw so although youd lose seven on turn four, theyd lose 28, which is half of their deck usuallyand thats turn 4/5,
Same as above but without the atchive, theyd still be milling 14 around turn 4/5, if youve already milled more than that by then, then yes it would be counter productive,

Day's Undoing does not trigger Sphinx's Tutelage. I've tried this trick in one of my decks only to be told it doesn't work.
Also, like this deck! I've tried B/U, R/U, and W/U just to run more removal, but I think I like the feel of this.

Soulplaya you were told wrong! If Sphinx's Tutelage is in play and you draw cards, it does trigger. Day's Undoing says draw 7 cards. Sphinx's Tutelage has a key word that allows this, it's "Whenever"! So "whenever" you draw a card it triggers.
