"Freeze" A deck for a friend who refuses to upgrade his own. It's heavy on the control spells, somewhat budget as he doesn't have a ton of money to blow. It's mono blue and very control heavy. it uses cards like Fading Hope, Referee Squad and Downpour to slow your opponents as you build up for a finisher like Horned Loch-Whale or chip away at them.
