I'm a big fan of Mirko Vosk, Mind Drinker . He's just a generally good miller. I like the deck a lot.

Consuming Aberration combos well with phenax and makes a body that gets bigger.

I've considered adding Consuming Aberration , but my main issue is that i exile most/all of the cards in my opponents graveyard. That doesn't leave much power after i exile them.

you could also try include 1 or 2 Mind Grind wich combo's better with Consuming Aberration and Mirko Vosk, Mind Drinker try and swap them with the Elixir of Immortality i ran the elixir quite a long time in my mill deck but all it did was sat on the battle field doing nothing.

Breaking / Entering ? Hedron Crab ? Ghost Quarter / Archive Trap combo?

I have been looking into adding Breaking / Entering and Hedron Crab , but because i try to keep as much control over the battlefield as i can i chose to add Fog Bank over Hedron Crab (to keep combat damage from happening in case i don't have an immediate removal when needed) and i really like Breaking / Entering but it only mills ones while the creatures i added can mill multiple times.
Oboro, Palace in the Clouds and Archive Trap simply didn't fit into the budget format as i wanted to keep the cost as low as possible.
Visions of Beyond would be good as long as i had more then twenty cards in my graveyard because i exile my opponents graveyard to prevent dredge and reanimation from happening. (especially with effects that activate when a card comes into play like Gray Merchant of Asphodel )

Wall of Frost is amazing with Phenax, God of Deception . I would add 1 more god and 2 more walls.
another strong card would be Jace's Phantasm , they are 1/ea so it fits inside almost any budget and its 1 mana for essentially a 5/5.
I would take out psychic strike because that will eat up a good amount of your mana when you have 18 cards with 3+ cost, your mana will be a little tight.
sideboarding an answer to Tarmogoyf is needed, as resolving one can be game. maybe Doomblade?
Breaking / Entering is strong because it starts the mill so running 4 of these is necessary.

First of all, thanks for your comment uiuiho12, really appreciate it :).
Yes, i think your right about the Wall and Phenax, gonna add 2 more walls and 1 more Phenax.
I've also removed Geth's Verdict and swapped it for 2 Go for the Throat (i find it one of the best removals in modern except for the ones that remove permanents/planeswalkers like Hero's Downfall ) because Verdict isn't a direct target.
I really like Jace's Phantasm , but it won't work out that well in this deck as it focusses on exiling your opponents graveyard too against those annoying dredge and reanimiation decks out there and of course Tarmogoyf .
I've also removed a Syncopate (since it's my worst counter) to make room for another Phenax, a Psychic Strike for another wall, but not sure what to remove for another wall and for the 4 Breaking / Entering , i think swapping one for the single Mind Grind i have is good but other then that, i have no idea what to remove, so if you have any suggestions be my guest :)

Because there are a lot of decks in modern that don't have Tarmogoyf in them, running Jace's Phantasm is fine, as they are a good option to sideboard out against dredging decks and lets you put pressure on more than one front. even against dredge, a 1mana 5/5 can still block/make then not attack.

Swappwd out the last Pshyxix Strike for another Wall, swapped 2 Fog banks for 2 phantasms and a Mind Grind for another one :)

Traumatize + Consuming Aberration with Phenax, God of Deception is pretty much am instant win. And a turn 6 win with a mill deck is pretty good. It is also a fairly cheap card if I remember correctly.

Swapped 2 Typhoid Rats for 2 Hedron Crab to increase the mill speed.No need for deathtouch with 0/7 walls in play.

Not bad. I've found it really hard to make a good -budget- mill deck. It's an interesting concept.

The thing i had trouble with is the amount of graveyard interaction in modern.
So i added a few ways to exile it.
Still thinking of a way to add 2 more Breaking / Entering to speed it up though.

I'd run 4 copies of Countersquall and i'd max out on 4 copies of Jace's Phantasm . I'd recommend Perplex or Undermine

I like the exile theme you're throwing in. No Gravecrawler for you! You may like Sever the Bloodline it's not very color restricted, is repeatable, hits multiple targets and best of all it EXILES woooo
