Um...hi there 4 drop Time Stretch shudders
A wee bit on the strong side. Let's not forget that Deadeye Navigator and many other flicker effects exist.

Yeah I can see what you mean. How about this?
(same name) (same CMC)
At the beginning of your upkeep, choose up to three creatures you control with a counter on them. Put another counter of the same type on them.
1URG, tap: Choose any number of non-artifact permanents you control, then proliferate.

I think it is on the weak side, only with great potential, that puts it on the strong side.
Like, what JA14732 said, using Time Stretch and you'll be utilizing its great potential, but use something like Shock, and you should just go sit in a corner.
July 2, 2015 12:40 p.m.
NoviceMagician, if you're using Shock in EDH, I'm sure that you're sitting in more than just a corner. What scares me about Ghojiru is that, with a build emphasizing extra combat phases or turns with card draw and Conjurer's Closet or Deadeye, he can lock a game completely. Think Derevi+Stasis.

How about making it so you only discard an instant or sorcery with converted mana cost 4 or less. Then have it so you may cast an instant or sorcery with the same converted mana. So, something like this:
~
Flying
As an additional cost to cast ~, you may discard an instant or sorcery with converted mana cost 4 or less. If you don't, sacrifice ~.
When ~ enters the battlefield, if an instant or sorcery was discarded this way, you may cast an instant or sorcery with the same converted mana cost without paying its mana cost.

Thoughts? Is it still too OP?
Edit: As for canterlotguardian's commander, I feel like it's too much like Vorel of the Hull Clade.

Again, canterlotguardian, proliferate is weird. Choosing anything and then proliferating does nothing because ptoliferate only cares about thr counyers. This is why you can proliferate Helix Pinnacle despite it having shroud.

I did not say I disliked her. I meant "flippin' busted in half" as in she's really, really good. But don't change her.
canterlotguardian That wording is kinda weird, I think. Should be something like this?
(same name) (same CMC)
At the beginning of your upkeep, choose three non-artifact permanents you control with counters on them. For each counter on those permanents, put another of those counters on that permanent.
1RUG: For each counter on a non-artifact permanent you control, put another of those counters on that permanent.
Does this work?
Raze999's commander is cool, but it needs tons of fixing, because as it stands, it's "flippin' busted in half".
I should really stop using that.

Honestly, SirFowler, at that point Ghojira becomes weak. How about giving it flash and making it only cast instants? That way it keeps its ability without being able to lock out a game. Or casting the instant or sorcery if its cmc is less than or equal to the amount of mana paid on Ghojira.

JA14732: I agree, SirFowler's edit is pretty underpowered. Your suggestion looks interesting. Or maybe:
Ghojira, Spirit of Thunder UURR
Flying
When ~ enters the battlefield, you may discard an instant or sorcery card. If an instant or sorcery was discarded this way, you may cast a card with the same type and converted mana cost from your hand without paying its mana cost.

How does that edit look?
July 2, 2015 1:08 p.m.
That seems like a fair idea.
~
Flash, flying
Kicker: Discard an instant card with converted mana cost less than or equal to the amount of mana spent to cast ~. (Kicker cost flavor text.)
When ~ enters the battlefield, if the kicker cost was paid, you may cast an instant card with converted mana cost less than or equal to the amount of mana spent to cast ~ from your hand without paying its mana cost.

So like this? Or is it still too OP? Under powered?
Edit: Or what Daedalus19876 said. I got ninja'd. I think my version is too wordy anyway.

@6tennis What if Raze999's ability only gave it +5/+5 instead of +8/+8? However, I feel like the rest is pretty fair to me.

6tennis I like that but make the activated ability a tap ability. I could very easily Deadeye Navigator + Palinchron or something to get infinite colored mana and then just proliferate all the everythings. I'll make the new card and post it here momentarily.

6tennis: do you want me to make a copy of the planeswalker as well, so they symbols match? Also I should add art credit to the card I made for your creature side.
And why is Shiva a cat? XD

Daedalus19876 says... #22
canterlotguardian: Love that art! But you need artist credit (said the pot to the kettle), and there's no dash in "nonartifact".
What's with the unfinished card look?
July 2, 2015 2:05 p.m.
Daedalus19876 That'd be great, thank you.
Shiva is a cat because every card I make has a cat in the picture.
Deal with it.
canterlotguardian Looks great!

I could not find the artist for the other image (it is everywhere so I can't track down the original creator) but here's your planeswalker with cat art:
