You all have seen decks like this before; 25 counterspells.dec and whatnot. Here, I have added green to get ahead in the resource war and also give me a strong general for card advantage. I won't claim it has broken the meta; it's not perfectly tuned, it can certainly lose to Baral and Tasigur and Zurgo etc., but it has real game and I find it more fun than mono blue for the strategy.

As for the game plan, it's simple enough: resolve a threat and protect it. You have access to more mana than most decks, so it's ok to run your general into answers if you have to do that. Planeswalkers and Rashmi are your best threats, though, as they will tend to snowball over time. If you can realistically wait to try for your threat until you have another answer, that will often favor you. Keep in mind that you want to cast a spell on your turn and a spell on your opponent's turn to take best advantage of Rashmi. If you're going to cast multiple spells in a turn, prioritize the most expensive spell so as to give Rashmi the best chance of giving you mana as well as a card. The deck is loaded with lands, so don't be super afraid of LD (or Wastelanding aggressively).
