This deck needs some evident work; however, I think it's definitely strong enough to compete in Standard with a little fine tuning.

I'm unsure of the creature base, and still not happy with terminate. The land base looks ugly but I feel like 25 land is absolutely needed in a deck like this. I may drop to 24, but no less.

The point of this deck is to hold out long enough for Chandra to go ultimate. Lots of card advantage with Jace and Into the Roil, so I should have no problems finding Chandra. I've actually been thinking of adding Ponder. Not only does it create more card advantage, but it lets me setup my draws. The counter control in standard is weak now; however, Essence Scatter will find a place in this deck. When Chandra goes ultimate, GG!!
