Regarding my "wheel-effect" cards: even though most of them make me discard my hand, any cards I lose are usually ones I am ok with losing at the time. If not, I usually hold off a bit (especially if I feel like I need to hold onto a counter spell). Also, with Snapcaster Mage and Yawgmoth's Will , I am able to get cards I might need back from the graveyard. This deck really makes me think hard about what I am doing and what I need to be doing as the slightest mistakes I can suffer for, but I really enjoy that portion of playing. I believe it helps me to become better player in the long run.
Also, while Guttersnipe may not be the best choice for this deck, he's proven his worth for the time being. Especially considering he is a rather good damage output along with some of the other cards I run if Nekusar, the Mindrazer is disabled.
I've no problem hitting my land drops despite the low count, so I see no reason to change it. Especially considering the low average converted mana cost of the deck.
I do agree that Phyrexian Tyranny is rather suicidal in the deck, and the only time I needn't worry about it is if I have Waste Not on the field (since the mana made from my opponents' discard usually pays for the majority of the life loss). For this reason, I have been on the rocks for acquiring tutors like Demonic Tutor , Lim-Dul's Vault , and Vampiric Tutor as they are the best fit in my price range. I do have them in another deck, and I may have to pull them out for play testing.
Lotus Petal while a great card, is only a one-time shot in this deck, and isn't worth recurring with Academy Ruins . However, Mana Vault is an amazing card and might even be worth including in the deck as it can help me play Nekusar, the Mindrazer faster or help ramp to play him again if he's been destroyed. I will consider including it if I decide to bring in the tutors I mentioned earlier. You also mentioned Time Spiral and I will say that is one of my top priorities to get.
I appreciate the time you took for the feedback; it gives me a great deal to consider when improving this deck.

No worries have at a look at the deck someone offered me for my deck on edh same general although I believe I'm drastically low on creatures so your comments and experience could help. Oh and do you know of any good more standard cards that can fit into the B/U/R edh deck. Thanks

@Ryhill-Reaper_21 I looked at that deck and commented on it. The creature count in a deck like that needs to be low, as it's centered around the commander. While it's a great build, anything that focused runs the risk of being easily shut down (even with all the counter spells and protection). It seems like it would hold up relatively well, however. Come to think of it, I am a bit surprised no Academy Ruins , Cavern of Souls , Riptide Laboratory , or Volrath's Stronghold , but maybe that deck doesn't need them.
Regarding your question on standard U/B/R cards:
If by 'standard' you mean the format, I am uncertain I find much use in the majority of the U/B/R cards in standard. Hero's Downfall is a possibility for more casual game play. Cyclonic Rift and Vandalblast are currently still in Standard, so I will mention them here, as they are strong control cards. If you run numerous counter spells, Counterflux (also rotating out soon) is decent and Swan Song can prove invaluable for it's cheap casting cost. Usually when selecting cards for a deck, it varies for the type of deck you're building. For example, in a Nekusar, the Mindrazer deck, the only cards I really like in standard are Waste Not , Cyclonic Rift , Vandalblast and the counter spells I mentioned above. Chasm Skulker also has potential in deterring opponents' board wipes.
However, if you mean 'standard' as in an auto-include to any U/B/R deck, that list can get rather opinionated and is best figured out through play testing you deck's build. Usually, though, anything that tutors, costs cheap, and protects your most important cards will do the trick.

Love a lot of cards in that deck and love Nekusar as a commander he is beast. As regards with the deck the artificts I instantly love, but instants and sorceries seem to clash in my head abit like for example you have jaces archivist you play his ability in your opponents turn and you loose good stuff and to be honest drawing that many cards aswell seems a bit wasteful I mean I don't draw as many as you but I instead make my opponent loose there hand with winds of change and time spiral so that I can keep going with my combos and just keep going by playing more mana down like mana vault and lotus petrel etc. guttersnipe I feel is useless in the commander game really he's always been a standard thing where you can stack the ability and besides you have artifices that do much better for cheaper. Phyrexian tyranny now that's a big hitter I don't like it, it's a roundabout that swings back at you and if you even have a portion of the permanents when the tyranny drops you will be as good as dead. I'd say more lands take guttersnipe out take tyranny out and put in psychosis crawler since your drawing cards and slots of them he would be vital to your deck and he would do more damage then a guttersnipe each turn.
