A deck primarily built around the combo of Quicksilver Fountain and Choke.

General idea is to use the combo to lock down the opponent's mana while using either Oboro, Palace in the Clouds or Power Conduit to prevent your own mana from getting locked down.

Ideally you want to use Power Conduit to remove the flood counters from one of your lands and convert them into counters for either Birds of Paradise to get in with huge damage in the air or Marwyn, the Nurturer/Astral Cornucopia to generate a ton of mana for Walking Ballista.

Vorel of the Hull Clade provides a way to ramp counters up. Spreading Seas and Sea's Claim provide ways in the early game to lock lands down. Root Maze provides an extra layer of lock down by slowing lands down or locking them completely if they're the only one without a flood counter.

Still working on a sideboard and cleaning up the strategy.

Maybeboard choices are a couple of replacement or addition considerations. Everflowing Chalice might be a better option than Astral Cornucopia because it requires intervals of 2 rather than 3 to get counters on it upon casting, but I personally like Cornucopia's ability to provide colored mana which can help cast other things. Hadana's Climb   can Marwyn, the Nurturer either get in with a huge amount of damage in the air help cast a huge Ballista.
