As the title succinctly states, this is my low budget attempt at using the cipher mechanic with rogues specifically. Focusing on utility effects from cipher spells in addition to rogue buffs, it aims at gradually chipping down the opponent while maintaining a large card advantage. It isn't the strongest of decks, but It's fun to play and there's a lot of synergy between the cards. Suggestions are greatly appreciated!
