I like Fortify for the Lutrin since it seems they are more worried about protecting the land than the other tribes, and fortifications are for protection as much as offense. So it fits flavorfully. Maybe it's just because I'm Canadian, but I see the Lutrin as beavers and their fortifications as dams and lodges.

I'm going to pop in to offer some constructive criticism on your mechanic.
"Explore" is already a card name (Explore). You shouldn't use a card name as a mechanic name except perhaps in the case that they have identical effects.
A better name might be "Inquire."

Inquire is nice. Or simply Scout, perhaps.Btw we have to think if we wanna go wide or big with the Fortifications. Unless we bring Golems and other constructs going wide goes a little against lore, if the Lutrin are few.

I actually had a mechanic called Scout for some time with the Lutrins, so I guess for it to come back in would work out as the name for something. Also what do you mean by wide or big?

A wide strategy is for example tokens and overrun effects. Overwhelming with numbers.
A big strategy is more voltron-ish or counter based. Few but larger creatures.

Prospect and Traverse would also be good ability names.
As for big vs wide strategies, we will likely be deciding that when we decide on the mechanics of all the tribes and start designing cards. I'm assuming that we will be going big though.

Big would make sense, considering their homes would be relatively few and tightly located. I mean, it's not like the island is going to ripe with large rivers/lakes/waterfalls.
So potential name changes I currently can see are:
- Prospect
- Scout
- Traverse
I think keeping to the explore ideal with scout or traverse is a good idea. But I think what I want is Survey. As in the people who survey the land. Prospect would be my other choice, but it would be too easily misunderstood for prospecting an artifact.

I like both Traverse and Scout. Prospect probably would confuse some people... Although I like Traverse and Scout better, Inquire seems more official.

Explore looks like a not too overpowered way to generate card advantage, although we'll need to be careful about the numbers. As for the names, I vote for Scout and Survey.
Like Soulbond, Fortifications have a lot of design space and I would be excited to make those cards.

I mainly only added Prospect because it's digging for cards rather than actually being a serious name. I'd prefer either Survey or Traverse.

Accelerate (If you cast this spell by paying its accelerate cost it gains flash.)
Just utilizing that idea I had a bit ago. Doesn't need to always be flash but Simic utilizes Flash well. Just an idea. But yeah Scout I'm alright with that being the name for that mechanic.

I'm assuming that the Accelerate cost would be equal to or greater than the cost of the card. Either that or Accelerate was intended to be an additional cost.
Anyways, we already have our two mechanics for the Lutrin, Scout? (name pending) and Fortify. We can definitely do some Flash shenanigans, but we don't need any more mechanics for these otters

How is accelerate OP beyond words? It was just an example and not even on a card, you're taking that mechanic and putting it on something like Palinchron man. That would be the cost of like a U creature or something due to it being so small. Either way, yeah flash would be fun to mess with.

FAMOUSWATERMELON It's not the ability to flash anything, it's the ability to flash a certain card for a higher cost. So thing of it like Snapcaster Mage without flash costing , or you could pay and flash him in instead.

I'm really really busy. I have so much shit to do in real and on this site. Remember, new sets, the alters function, writing up the Puresteel Paladin primer for modern, the profile tutorial, the modern tournament, the bullet requests and username requests, all these new decks which need their descriptions made for and yet I don't have the money for the tokens to advertise them so it is kinda pointless there.
Oh, about the money thing, I need to find a job but no one is willing to hire me. I have like, $30 in the bank and I don't have anything to pay for next month's rent.

I'm not saying that I don't like Fortify for the Lutrins, I'm just trying to clarify that the Steelkin do indeed use the hell out of artifacts and would enjoy Fortify. Steelkin are more aggro oriented, though, so artifact CREATURES are their forte, while Lutrins would have a secondary utilization of fortification.
