Progress can be a powerful force, but also a very dangerous one if left unhinged. Therefore, the Consulate of Stagnation was founded to slow down the speed of progression and to gain control over otherwise possibly unforseen developments and consequences. Or as the rabble call it, they are "killing the fun".

This deck draws the hate from the whole table, but it is just so fun hearing people moan every time you say "Ok, you loose two life and I gain two.". Only for sadists.

Stuff I might add:
More lands maybe. I only have 34 lands (without Maze and Chasm) and I could get into issues.
Damnable Pact seems pretty nice, especially since I can drain other people with it as well. Might be worth removing a different carddraw piece for it.
Adding a tutor, like Increasing Ambition could be quite useful, I would probably remove Obzedat, Ghost Council for it.
Felidar Sovereign sounds pretty sweet as an alternative wincon.
Against combodecks, it could be of use to add a library exile card, like Sadistic Sacrament , Lost Legacy or Praetor's Grasp .
Cataclysm might be a fantastic wipe, I could keep my Sidar and mby a pillowfort piece while setting the ramp total behind.
Cleansing could be a 3 mana: Each players takes a damage for each land. God knows if it's worth it though, card's just funny.
Mortuary Mire might be good to get back a hatebear after they got killed.
Corpse Augur could be nice carddraw if cast after a boardwipe.
Yawgmoth's Vile Offering seems outright crazy, will add them pretty surely.
Damping Sphere makes me moist.
Evra, Halcyon Witness could be funny.
Fall of the Thran : now THIS is interesting. Set everyone back to two lands could be very beneficial for me.
Memorial to Folly is also a nice Mortuary Mire.
Phyrexian Scriptures If this sticks till my upkeep, I have Kambal on field and got a boardwipe. Worth a try.
The Eldest Reborn Another really nice Saga, potentially goes around hexproof stuff and could be a good blowout if not removed. But pretty expensive to cast!
Arch of Orazca for carddraw?
Ifnir Deadlands will probably be added because the -1 life doesn't matter but it is a potential killcard.

Probably not but in back of mind:
Baird, Steward of Argive could be used instead a different prison tool, but I only have one planeswalker so prob. not worth it.
Vraska's Contempt is a nice killspell that also gives me life, but my exile permanent cards are still better for the same or less mana, not adding so far.
Chainer's Torment with a prevent damage spell or something similar could be interesting, but probably too dangerous.
I could always add more discard stuff but I think letting people play spells and then sweep the boards brings me further on the road.
Zhalfirin Void so unsure if this is of any value, but I think not.
Dawn Charm is interesting, especially countering a spell that counters me.
Damage prevention could be of use, to control battles or just save my ass. Potentials are Comeuppance , Reverse Damage , Prismatic Strands , Riot Control , Safe Passage , Samite Ministration or Solitary Confinement which might work together with a permanent carddraw piece.
In the same vein, giving myself hexproof might also be cute, done with Aegis of the Gods , Orbs of Warding or probably best, Leyline of Sanctity .
Endless Sands could be used to get more use out of ETB things, but I don't have much of them as is.

Stuff I might remove:
So far it's hard to say. Still have to see how Ashen Rider really plays out. 8 Mana is hella expensive, even though it might be great.
I have yet to see how Obzedat, Ghost Council work out, but they might not be good enough and I will probably change them with some hatebear.
Wound Reflection also hurts when it doesn't do anything, but has the potential to be ridiculous, I have yet to see how it plays.
Lightning Greaves could always be removed, sometimes they do nothing for me.
Vizkopa Guildmage costs a lot of mana to use and is not that worth if not using it for the draining ability.

Notes: My playgroup has Sol Ring banned, so don't forget to put it in if you try the deck!

removed Plains for Silent Clearing

removed Swamp for Fetid Heath

removed Palace Jailer for Bolas's Citadel: Palace jailer can go bad when I can't hold the monarch, and the plan to put the target on another person rarely works. Bolas might give me great card advantage, even though I never expect the activated ability to occur.

removed Lightning Greaves for Necrologia: Lighting greaves are not worth the place because I don't care if Kambal dies, and at some point he always dies, even if through my own sweeps.

removed Sphere of Safety for Tragic Arrogance: Sphere is expensive and for that quite weak unless I have other enchantments. Trying another boardswipe instead.

removed Cliffhaven Vampire for Ankh of Mishra: Vampire is not bad but costy, and I don't want to play with the infinite combo. Ankh instead should punish some of the really heavy ramping that occurs in my group.

removed Profane Procession  Flip for Smothering Tithe: Profane is pretty expensive if I want just one creature gone. Tithe instead is not only great mana but also gives a nice psychological factor of annoying your opponents.

removed Vizkopa Guildmage for Cataclysm *list*: Guildmage might or might not be good but is very dependant on what I can do and the first ability I have no use for. Cataclysm instead is also to battle the heavy ramping and kinda "restarts" the game, just with my opponents hopefully having >10 less life.
