pappagrizzly, he got an awesome rating due mostly to his awesome use of HTML code in the description... It's still a decent deck, but he really has no concept how exactly Legacy is played (he states his lack of experience in the description...)
None-the-less, the suggestions given to him are quite good and should be given some consideration.

You should really consider putting snow covered mountains in this deck. Those other mountains you have are doing nothing here....

I don't see Nivmagus Elemental ever being good in this deck. All of the spells you would be exiling for it would just do more damage if they resolved.
And if you exile a burn spell to swing in with it, it'll just get hit with a kill-spell.

it helps greatly against counter spells and Leyline of Sanctity which had been problematic in my store's meta. If that weren't the case it wouldn't be in there.

Could I suggest getting rid of Blood Moon replacing for Kiln Fiend as it absolutely does no good for this deck?

The fetches are there to thin the deck. And bloodment shuts down opponents duals and fetches and still allows price of progress to fire off.

Arid Mesa does not equal Mountain . It's better, especially in a deck like this. Once you've hit 3 lands, you simply don't want to draw anymore. Fetchlands, like Arid Mesa remove 2 lands from your deck, decreasing the odds that your next topdeck will be another useless land.
In the Legacy meta, Blood Moon is mono-red's most powerful card. It quite literally shuts down every 3 colored deck out there (which are quite popular in Legacy), and really hurts the 2 colored decks. It also renders "Man Lands", like Mishra's Factory or Creeping Tar Pit into harmless mountains.

Have you considered running more fetch-lands to give more options for early-game Grim Lavamancer ? The longer you can keep reusing your renewable resources in a game, the more you'll have by the time Lavamancer's dead and you have a handful of burn spells.

I would sideboard Blood Moon in favor of Fireblast mainboard. There could be instances where Blood Moon is a dead card, where Fireblast would not be.

Chain Lightning is just another variant of Bolt. 3 for 1 damage is always nice. The fetches are merely for deck thinning. Rather than draw another mountain later I can eliminate 2 chances of drawing a land when it's not wanted
