Why shouldn't Valki, God of Lies   have an army of shapeshifters?

The deck focuses mostly on creature-type exploitation, taking advantage of the fact that changelings are all creature types. This means that Battle of Frost and Fire hits only my opponent's creatures (unless they are playing Giants), Zareth San, the Trickster can take the place of any unblocked attacker of mine, and I can name "Antelope" with Crippling Fear, and deal 3 to all creatures except mine, who are, of course, all Antelopes.

And then there's Glimpse the Cosmos, which, if I control a Giant (changeling), amounts to looking ahead 6 cards and taking 2 of them--an incredible deal for a total of 3 mana.

Now, you may be wondering what any of that has to do with Valki/Tibalt, a Rakdos creature/planeswalker that cares about exiling. Well, the way I see it, a planeswalker pretending to be a god--the God of Lies, no less--matches up perfectly with shapeshifters. As soon as I saw Valki and shapeshifters in the same set, I knew that I wanted to play them together. And if that meant playing four colors just for my own personal sense of theme, then that was a price I was willing to pay.
