This Mono-blue is meant to emulate the classic single/mono blue cruel casting control of creature summoning, artifact casting, and general spell casting. For a true control deck to be at the top of its game (so to speak in MTG) especially in the non-singleton formated still Command Deck that still has an expected Theme. That Theme of this Deck is even though the size of this MTG deck is 99 cards plus Lorthos, the Tidemaker making this Commander deck again exactly 100 cards, the player of this deck must still be able to draw a certain minimum amount of blue control/required permission-asking-of-the-opponent cards in the first hand of seven (7) cards in order for this deck to be affective... All comments for improvement in recent editions from the Magic Database (http://gatherer.wizards.com/Pages/Default.aspx) are always welcome!

This particular deck, and every other EDH/Commander deck listed here follow strictly the rules listed for the Online MTG rules for Commander format list at [http://www.wizards.com/Magic/TCG/Resources.aspx?x=magic/rules/100cardsingleton-commander] that explicitly leaves out the original EDH Rule 6 found here [http://mtgcommander.net/rules.php] that declares no one shall have more than one card of a single name translated into english excluding basic lands in their deck. The Online Rules explicitly ignore that because Rule 6 eliminates the robustness of truely limitless possibilities of card combinations from happening for that exact purpose to allow back in diverse card combinations, thank you.
