The basic idea of this is to combo Bloodchief Ascension and Mindcrank

The Burn Burst Lightning,Galvanic Blast, Lightning Bolt, Punishing Fireand Volt Charge are to quickly get the counters on to Bloodchief Ascension and take care of small critters early game

Tumble Magnet and Black Sun's Zenith are for midgame critter control and aggro Inkmoth Nexus is mainly to counter Inkmoth Nexus in infect decks. Tectonic Edge disrupt mana production or take out animated lands

After thinking about this deck I figured out it could win 4th turn.

Turn 1: Swamp or Blackcleave Cliffs, play Bloodchief Ascension

Turn 2: Mountain or Blackcleave Cliffs or Dragonskull SummitPlay Shriekhorn and Burst Lightning or Lightning Bolt, Galvanic Blast Or just play Punishing Fire

Turn 3: Any Land, Play Mindcrank and any of the 1 mana burn spells

Turn 4: Again Any land, Bloodchief Ascension will have 2 counters on it. Play Volt Charge and Shriekhorn if you haven't already played it. Volt Charge will proliferate Bloodchief Ascension up to three counters and you just tap Shriekhorn to start the damage and milling. Game.
