@ Typhoon99 -- I haven't included either of those because they don't play well in a multiplayer game. I'd much rather cast Windfall or another Wheel effect and hit all of my opponents for a similar cost. Both Shocker and Barbed Shocker are also easily removed and have to deal damage in order to do anything. If I had ways of making them unblockable or dealing damage to every player at once, I would definitely reconsider them. Thanks for the suggestion!

I like the direction you've chosen to go with your enchantments. All of those punisher enchantments really make them not want to do anything.
How has Scythe Specter played for you so far?
What are your thoughts on Sword of War and Peace ?

@ MindAblaze! -- Thanks! It's definitely a pain for my opponents when I have Painful Quandary and Kaervek the Merciless out at the same time. Go ahead, cast that giant Eldrazi you spent the entire game ramping in to. Or that Decree of Pain , I think you'll be in the most pain after that.
The Specter has only hit the field once and he really didn't do much since it was really late in the game, and he only got to attack once. He grabbed two lands from my opponents. Hah.
Sword of War and Peace could go either way. Its "red"ability (damage) could be hit or miss, depending on when it becomes attached to a creature and my opponent's hand size at the time. It does however only hit one opponent. On a side note, putting this on Bolas would just be mean (I can stack the triggers so that SoWaP goes off first, right?)

I like a small amount of targeted removal, and Terminate is pretty strong. I also like that Ashes to Ashes hits two creatures. 5 life is a little steep, but it's passable. have you considered Chaos Warp ?

@ MindAblaze! -- I completely forgot about Chaos Warp . I'm starting to add a few more $5+ cards than I wanted (still trying to keep this budget), but that's what I love about EDH, you can keep upgrading your deck.
I probably will try to find room for Chaos Warp . I also wanted to try out Forced Fruition and almost definitely add Necropotence . Not sure where though ha.

@ MindAblaze! -- I was just thinking Forced Fruition with a Wheel effect, if they don't lose from damage from any of the draw punishers, they certainly will be milled out. With JG it's just overly cruel.
Dire Undercurrents doesn't really do much for its cost, especially with the few creatures I run. That's probably a good card to cut. I do like Venser's Journal because it's another option for me to have an unlimited hand size. Plus, it makes Necropotence free to draw. Should I be concerned about Necropotence 's second clause (exile if something hits graveyard)?

It plays well with Library of Leng but you don't run many tutors for it so...its hard to say. Do you reuse your graveyard much? I don't see many cards that interact with it.

@ MindAblaze! -- Very true, I didn't notice that. I think there's one tutor (Rune-Scarred Demon ) in here right now hahaha. I think Archmage Ascension could be a good addition. But you're right, the only graveyard interaction I have is with Liliana Vess and Rise of the Dark Realms , which are just there for an alternate'ish win condition. Oh, and Kederekt Leviathan 's Unearth.
I was thinking if I start to draw too many cards and come close to milling myself out (hopefully I have enough intelligence to avoid that in most situations). I'll see if that even happens, and then consider Elixir of Immortality effects and dropping Necro.

Have you thought of Nin, the Pain Artist ?Blow up their creatures and then do commander damage as well.

Zur's Weirding sounds ridiculous in Nekusar. I like it. I imagine most people would just let the draws go through.

@ slurpiee -- Commander damage is limited to combat damage dealt by that commander. Nekusar does not apply commander damage whenever an opponent draws a card. With that, I don't see Nin, the Pain Artist as overly powerful. I'm sure she's good in some situations, but I'd prefer mass-draw and removal.
@ MindAblaze! -- It'll take ten minutes just for me go through a Wheel effect haha.

Words of War will let you trade any draw for a shock. I find it useful often, and you can use it just to duck damage from Spiteful Visions or Phyrexian Tyranny too

Your land base definitely needs some work. I'm assuming you want to keep this budget, no?
Since you run a large number of basics, the buddy lands are an excellent choice for cheap: Dragonskull Summit . Also, for mana fixing, Evolving Wilds and Terramorphic Expanse are both decent options for cents. Vivids are another cycle that came with mind seize. They're ok. Vivid Creek . Also, your mana symbol count is really far form the actual sources you run. Refer to the pie chart on the right. Ideally, you'd like a few more black sources.

@ hereticloki -- I like Words of War ! I've been trying to focus the deck around drawing-oriented punishment, so I think it will replace Polluted Bonds for now. Thank you for the suggestion!
@ TheDevicer -- Yup, budget. I honestly haven't touched the land base after I made a bunch of changes, so I'm aware that the land base is off. However, it was working well at this level for a budget deck. The concern I have with the Vivids is that they ETB tapped. I'm already running a slower deck with it being on a budget, and I don't want the lands to slow me down further. I do have a few if I choose to add them though.

Try and clean up your manabase. Consider City of Brass , Mana Confluence , Reflecting Pool . Try M10 / inn checklands lke Dragonskull Summit and try painlands like Underground River . Then if you have a bit more money try shocklands, fetchlands, and then ABUR duals.
Next up - consider sticking to theme. Some odd choices like Kaervek the Merciless don't actually help Nekusar in any way. With Nekusar you really really want to stick to theme and win aggressively with draw / discard. I have an $80 Nekusar deck that wins most casual games and doesn't even have more than 10 creatures in it - all it does is basically Whispering Madness , Wheel of Fortune etc etc.
You need to protect Nekusar so I would recommend - Darksteel Plate , Lightning Greaves , Swiftfoot Boots .
I would also recommend Barbed Shocker and Dragon Mage
You have access to blue so why not - Remand , Hinder , Mana Leak , Negate , Essence Scatter , Dispel , Dissipate etc etc.
Also wheels - Wheel of Fate , Wheel of Fortune win games.

I've been meaning to clean up the manabase a little bit, just kept forgetting to. I made some changes, are there any budget utility lands you can think of that may help?
I originally had a theme of just "pissin' the other guy off," but that usually isn't the best route for any serious deck. What do you think of this? I've marked some cards with question marks as I'm unsure if they're too far off the main theme of the deck.
Remove:
- Sygg, River Cutthroat
- Sheoldred, Whispering One (?)
- Liliana Vess (?)
- Rise of the Dark Realms (?)
- Massacre Wurm
- Kaervek the Merciless
For:
What are your thoughts on adding cards that prevent me from drawing cards like Necropotence , Tomorrow, Azami's Familiar , etc. That would make Phyrexian Tyranny and possibly Spiteful Visions playable. However, I've been trying to stay away from continuous draw effects, and focus on flooding my opponent in a single turn.
