I'd reccomend cutting the Serum Powder for Esper Charm. In a toolbox deck it doesn't perform as while it might gain you a card when you start with a bad hand, you can also lose a key toolbox card to it which really hurts. Its easier to make up that single card loss with other tools. Esper charm is an instant speed divination or mind rot with an anti-enchantment tool strapped on. Brain in a jar is neat in that it fixes most of the issues you'd face. Mana wise I'm not seeing anything horribly out of place. Wear / Tear will have a place in your sideboard, and i'd want a set of Pithing Needles in there. One of the big Brain in a Jar bonuses will be instant speed Duress Blackmail Raven's Crime or Thoughtseize then allowing you to steal an opponents draw before they can cast it. Very, very strong in control. Supply/Demand could be useful as a second tutor. Pure/Simple could be good sideboard for boggles and batterskull. Rough/Tumble could provide a better Pyroclasm.Thats all that springs to mind. I think the manabase looks ok, and didn't encounter anything too problematic when testing.

Aether Hub and Tendo Ice Bridge both seem bad in a control deck, as they only make 1 colored mana each, and you can't really afford to have colourless sources in a deck with Cruel Ultimatum, you just won't be able to cast your spells.

Blackmail and Duress are just worse Inquisition of Kozilek and Thoughtseizes in general.

Disallow, Dissolve and Electrickery all seem mediocre in modern, the counters have more efficient/better options like more Mana Leak/Remand/Logic Knot and more Cryptic Commands, and Electrickery is just a bad board wipe, something like Damnation or Languish is likely to be much better.

23 lands is almost always too few for a control deck, you tend to want at least 25/26 to make sure you hit your land drops consistently

A lot of cards in the sideboard have better alternatives too, like Consume the Meek, Electrickery and Yahenni's Expertise could all become Damnation or Languish which kill the more common creatures in modern, the Duress and Harsh Scrutiny could become Collective Brutality as additional discard which is more flexible, and better in more matchups and Tragic Slip should probably just be more Fatal Pushes.
