I prefer Blustersquall over Teleportal. Bluster works on offence or defence and has a variable cost. I use it in my casual deck.

I totally agree with Blistercoil Weird though, that guy is my favourite! Combos with Diminish.

Another thing, as much as I do love Izzet, and trust me, I do, Turn and Burn just isn't that good. Turn can be substituted for things like Polymorphist's Jest or Turn to Frog, and Burn can be substituted with things like Kozilek's Return or any other damage card for that matter. Also, it does appear that you're moving in a burney/control direction, so I'd recommend Vexing Devils and maybe some unblockable things for the last bit of damage, such as Artful Dodge or Slip Through Space. Electrickery will be good as a cheap board clear, a combo destroyer, and an all in all good card. As far as Voyage's End goes, Scrying 1 isn't worth one mana. Just play Unsummon. If you are going to play Curiosity in an Izzet deck, you really should Niv-Mizzet, the Firemind to live that infinite damage/card draw life style. It feels really good, trust me. Another suggestion, you can play my favorite one drop ever in this deck, Judge's Familiar. If you've never seen someone be terrified of an owl, then you have now. This card effectively pushes them back one mana, since they really don't want their stuff to be countered.
This last thing here is a little on the meh side, but I think it'll work out. You may want to splash some white for things like Supreme Verdict or Reflector Mage. You can take all of my advice or leave it, it's all the same to me, but I do love helping out my brothers in camp U/R.

I have curiosity in there to pair with guttersnipe. Correct me if I'm wrong but it triggers off guttersnipe doesn't it?As far as turn/burn goes with Electromancer it's 3 drop for any creature kill isn't it?

Curiosity does work with guttersnipe, and a card that requires another to be somewhat decent isn't too good. Lightning Bolt and Turn to Frog can do what turn and burn does for 2 generic less. The only time I ever ran Turn//Burn was when it was the only transform card in the format. Now, there are so many better copies, especially if your playing U/R. I guess you do save deck room with Turn//Burn, but it is strictly worse than any other group of cards can do the same. Also, if you do plan on splashing white (Totally do it) you'll have access to cards like Soulfire Grand Master and all you'd need to do is play mana confluence or some fetches. It is highly recommended.

Good suggestions so far. I've been using turn/burn wrong. So out it goes. Will be replaced with Diminish or Turn to Frog. Vexing Devils can be added in and keep Mizzium Mortars in the sideboard
