So as a disclaimer, I'll be using my experiences with my deck, March of the Dusk Legion, as a point of reference for my recommendations.
Mana-Base Tuning Show
So one thing I noticed is that your list is a bit unfocused in terms of strategy. What do you want to accomplish with your deck? Is it a token deck? +1/+1 counters? Aristocrats? You have cards that support all of these strategies but not enough of any one to reach critical mass.
Start with the mana-base changes and decide what you want the deck to accomplish and we can go from there!

LordBlackblade - Checked out the deck that is in the comment and i think that is the type of deck that i want. putting out many vampires as possible then making them fat.

borjaambroce - It is most assuredly possible! With that focus in mind, I would cut all of the aristocrats cards you're currently running that wouldn't advance your new plan!

I saw your deck earlier and I saw you'd obviously either already seen my deck or my posts for other peoples decks so I didn't post here. You asked for help though, so here I be. Only a few changes that I'd immediately make.
Talisman of Indulgence and Fellwar Stone are both good rocks here.
Austere Command is a flexible modular boardwipe.
Necropotence and/or Dark Prophecy for more card draw. You have lifegain to offset the life loss, but Sorin, Solemn Visitor if you feel you need more.

What would be the best alternative card for Cruel Celebrant , Elenda, the Dusk Rose and Dictate of Erebos .
In regards with the under performer creatures, What creature should i replace them with?
I've realized that as well that Panharmonicon is quite meaningless in this deck, i just don't know any better cards to replace this.
My MTG card expertise is really that great since i just recently played MTG again after more than 5 years. :) :)
Once again i really do appreciate your insight on this.

No problem! I'm glad to help. Edgar Markov is one of my favorite commanders!
Just a short list of cards that I find really do work in my list. Even better they are all three mana or less!

Skymarcher Aspirant - An aggressive early game play that gains flying in the mid game

Vicious Conquistador - Great value for a one drop. Essentially a swing-wide card

Dusk Legion Zealot - Replaces itself when you play it. Two bodies and a new card for two mana!

Throne of the God-Pharaoh - If you plane to swing out (you should) this card helps you go wide

Chromatic Lantern - One of the very few three or greater mana rocks I ever run. Having it out makes mana fixing a non-issue

Legion's Landing Flip - Another great one drop with surprise mana ramp

Shared Animosity - Often described as a one-side Coat of Arms . I cannot overstate how good this card is in our deck

Stensia Masquerade - Rakish Heir plus first strike. Very good

Vandalblast - I don't know about your meta, but mine has a veritable trove of artifacts. This can be a blowout when overloaded and can be use as a single target if need be

Painful Truths - I love this card in B/x/x decks. Three mana for three cards and three life if you pay right is about as good as it gets in black

Last_Laugh - I actually check your deck a lot of times since this is one of the deck that comes out when i try to search for an Edgar Markov deck.
The thing that caught my eye when reading this deck was on how you take advantage of Reconnaissance .
Thank you for those suggested card and i'll make sure to take a noted of all of this.
To be honest i am gathering all the information that i can on making my Edgar Markov deck quite formindable.
There's a lot of control deck in my playgroup but i was able to win one time (and maybe the only strategy that would works against them) by putting out vampires and making them fat. :)

LordBlackblade - Dude! followed your advice on changing the land that comes into play tapped and change it with the suggested cards above and i can see the effect immediately. and also changed some of the "comes into play tapped" land with basic land and it is great. :)
trying to find a luxury suite to replace some of them.

Ok, I'm back on request. The main thing that needs a little work is lowering your avg cmc and a bit more card draw is needed imo.
Suggested Cuts:
Anowan, Both Sorins, Eerie Interlude, Hour of Devastation, Commander's Sphere, Orzhov Cluestone, Diabolic Tutor, Blood Tracker, and Vanquishers Banner.
Adds: Cordial Vampire , Dark Prophecy , Orzhov Signet / Fellwar Stone (or Talismans), Diabolic Intent , Sorin, Solemn Visitor , Austere Command , Dusk Legion Zealot , Skullclamp , and Shared Animosity .
That'll take away 16 mana or about .23 off your avg. cmc (rough educated guess).
