So, this deck is something of a rarity. It's not built so much to theme, as it was to a specific mechanical interaction. This is how Spikes build decks, isn't it? Who am I, and what have I done with the real me? Not to worry, I'm still here: Only a true Johnny builds on an interaction that's so silly he can't help but shout, "That's just crazy enough to work!" and then immediately get to work. That's precisely what happened here. So Damia says I skip draws and just stay at seven cards in addition to being a respectable 4/4 deathtoucher. Sweet deal! Null Profusion and Recycle have the same downside, but say that all my spells and land cantrip. Awesome! But each reduces my maximum hand size to two. Boo? Nope! That means Damia draws me five cards every turn! Downsides are secret upsides! Meanwhile Future Sight has me casting extra cards off the top, so all-in-all, I'm grinding through my deck really fast. "Well that's really neat and all, but... why rats? They're kinda bad..." I hear you observing. "Ahh," I answer, "Don't you see? There's a greater genius at work here!" I'll inevitably end up with a pile, scores of dead rats, and that's where Bloodbond March comes in. I play one rat, and all the dead ones get back up and swarm the field! Threatening to crush you under the weight of hundreds of vermin! The truly crafty, however, know to listen carefully for the melodic sound of chimes and maniacal laughter. This deck has quite the riddle to be solved!

UPDATE: New sets unlock new potential! Conspiracy 2: Electric Boogaloo has gifted me with the perfect Pied Piper, finally imbuing this deck's strange mechanical themes with some well-known flavorful ones! The Sage of Stone still lurks, a valued asset in the Piper's employ, but Leovold, Pied Piper of Trest, has seen fit to make his presence known and offer his services personally. "I'm sure we can come to an arrangement."

FURTHER UPDATE: WotC giveth, Rules Committee taketh away. Turns out Leovold was one of the most oppressively broken commanders printed this side of the Reserved List. Understandably, he's been banned and this deck has reverted back into a Damia-led creation. These rats will persevere regardless of who deigns to lead them!
