This isn't viable at all... I'm sorry to be harsh, but I really don't think you could survive the creature heavy world of modern.

All of your cars, aside from the mill effects, are reactionary and situational. At no point will you be in control if your opponent fields a few creatures - let alone some with protection/shroud

Sudden Spoiling would help with that. Also look at Dash Hopes and Temporal Extortion , also Sign in Blood and Infernal Tutor

No, those options don't help. Sudden Spoiling just puts off dying another turn, you had might as well run Darkness since it can be played earlier or for less. Since this deck doesn't win by dealing damage, the opponent will ALWAYS pay the life to counter Dash Hopes and Temporal Extortion . Also, Liliana of the Veil is 10x better than Liliana Vess . Not only does she come out a minimum of 2 turns earlier, she has huge impact once she hits. The idea here is to make it so you can survive until later, Vess doesn't do that, because she doesn't even hit the field until later.

Jester's Scepter , while a cool card, has the same issue of not being able to effect the game until at least turn 4.

Modern has a lot of aggro decks, aggro decks will kill you by turn 4 if you don't find some way to remove creatures. You need some sort of 1 and/or two drop spells that can save your ass. Oh, and get rid of Crypt Incursion , everyone knows that cards with the only benefit of life gain can always be replaced by better options.
