This is a mono-Blue version of another deck I made. The Thing in Control

Bounce opponent's lands at the beginning. Hope Delver of Secrets   transforms on turn two. Then later in the game switch from bouncing just lands to bouncing and countering anything so you can protect Delver or use Thing in the Ice   or AEtherling to win.

Suggestions are welcome, but please realize I want to keep this budget friendly. In other words, I know Snapcaster Mage would be amazing to add, but I can't afford it.
