Today we'll be looking at the ever so popular deck archetype, Delver. For those who've been living under a rock, Delver is a deck archetype where your goal is to flip Delver of Secrets as quick as possible and proceed to smash face. Some games you want to play control with your cheap removal and counters, you normally will play this way when facing more aggressive strategies. The other half of the time you're piloting this deck you want to be aggressive, normally you do this while playing against any form of control. However because this is a budget list, we can't run Scalding Tarn, or anything above 10 dollars really so this won't be as consistent as the more expensive lists.
Creatures:
Delver of Secrets, I don't think this needs an introduction. It's one of the most influential commons to ever be printed. Our curve is low, we need goof low costing creatures.
Monastery Swiftspear: Wizards, how was this printed at uncommon? This card is always good. they have a 3/3 creature, they won't block it. Not because it's "One point of damage" but because it's "I don't want my creature to die. Low curve equals high value. What we want.
Young Pyromancer: The last creature we are running is this deceiving fellow. We have so many spells that are cheap that we can be running this as a 2 mana card with 5 power.
Instants:
Electrolyze: It's a cantrip that deals damage. I'd run more, but because of our low curve you don't want to run too many copies.
Lightning Bolt: Hands down the best card in red that has ever been printed. This card doesn't need an explanation.
Mana Leak: Either it counters their spell or messes up their plan for that turn. Solid card.
Remand: This card is the best counterspell in modern. It is Time Walk. To them it's just "Oh, I'll just cast that next turn" which, in doing so you've made them practically skip their turn. And the best part is, is that it replaces itself.
Spell Pierce: The same thing as Mana Leak, just cheaper with a weaker effect.
Spell Pierce: A one mana hard counter. Enough said.
Sorceries:
Forked Bolt: Slightly worse Lightning Bolt, slightly better Shock.
Gitaxian Probe: With this card it's free, replaces itself and lets you know what to prepare for.
Serum Visions: Sets up your draws and replaces itself. It helps you trigger delver, what more could you want?
That's the list, you can't run more than what I've shown you because (For me at least) the deck is already expensive as is.
