I'd like to put together a respectable Waste Not deck for the modern format. I don't expect to be able to make a workable high-tier deck, but I am willing to use some cards that are a bit more expensive (less than $30, foil) since this will be a deck that I keep together, and probably not update much. I plan to foil this deck out, over the next few months.

Here's an idea of what I'm looking for:
+I'd like to focus on big discard effects, Dark Deal or Whispering Madness will probably be the best options. I'm not convinced that Despise, Thoughtseize and the like are best for what I want this deck to do, which is to keep opponents off balance, but also be able to make them discard every turn.
+I like that as my deck is now, I get a big creature on T3 to swing with on T4, when I can get Whispering Madness going. Unless it's a serious improvement, I really can't see wanting to play creatures more expensive than 3CMC.
+I think bouncing permanents and forcing the discard is more useful than countering spells, since on the discard, I get more creatures or more cards in my hand. A very early version of this deck splashed red, but I really only card I got much value from was Rakdos's Return. I'd be willing to go there again, if there's a strong case for running red.
+I want this deck to be consistent. That is, I want to get relevant combos off every game.
+What I don't want is brutal control. I'd like my opponent and me to both have a fun game, that's close enough that we both want a rematch.

How it works:

T1: Ruthless Ripper
T2: Waste Not
T3: Master of the Feast or Abyssal Nocturnus if available, otherwise, Dark Deal or Sign in Blood.
T4: Whispering Madness encode on attacker, swing, get tokens and extra cards, repeat.
