If you are focusing on the drakes, Coat of Arms , Caged Sun , and Gauntlet of Power are solid.
I personally don't like counterspells that cost three unless they give me something really good in addition to countering the spell. Four or more seems even more problematic. Needing to hold onto that much land really ties your hands behind your back at critical moments. Some good counterspells that you do not have on this list that I like are Swan Song , Memory Lapse , Mana Leak , Sage's Dousing , Familiar's Ruse , Logic Knot , Negate , Hinder , and Spell Crumple . You should probably be more worried about board wipes than targeted removal, unless your meta is light on board wipes. I used to get really sad when Wrath of God was played and all I had in my had was Turn Aside and Intervene .
I would remove Ovinize and Turn to Frog . Replace them with a Pongify and a Cyclonic Rift .
I don't think the auras you have give enough value to justify a spot in your deck. You should be overwhelming with more drakes instead of pumping one or two creatures with auras, so replace them with cheap instants or sorceries like Peek , Gitaxian Probe , Snap , etc. The value of casting 0, 1, or 2 mana instants and sorceries go way up when Talrand is on the board. If you want static Talrand protection, add in equipment like Lightning Greaves or Swiftfoot Boots .
As you play, take note of artifacts, enchantment, and creatures that have no impact, and replace them with instants and sorceries. Remember that their value goes way up since they all basically include "put a 2/2 flyer into play" in their rules text (except the spell doesn't even have to resolve for it to happen).

@Kozelek @viablefetus Thanks for the suggestions. I haven't added a lot of those because I want to keep this very very budgeted. like Elite Arcanist is a budget Isochron Scepter and such.
The idea here is to keep up mana every turn and use those overcosted draw instants, so the 3 and 3 cmc counters shouldn't be a problem. Don't know if itll actually work though.
Yeah, maybe I have too much targeted protection. I'll have to test that. The meta is kind of light on board wipes though. Eel Umbra is there just for that. any other ones you know about? except you know, counters.
Turn to frog and ovinize I thought they'd be like 'destroy target attacking or blocking creature' with the drakes on the board. Also they're a lot cheaper here.

I like the deck, as I like all Talrand builds. I am working on one myself, and I have to agree with viablefetus. The artifacts and enchantments should go away completely unless they absolutely are necessary. I feel like the Kraken's Eye and Sphinx-Bone Wand are unnecessary and add minimal value when on the field. Those could be 2 more spells that make drakes in addition to whatever else they do. I would even make a case to drop the two creatures; however, I think those two are really good choices for your deck, all things considered. I also agree with Swan Song , Negate , and the cheaper conditional counters as they can protect you best from Wrath effects. Stuff like Veil of Secrecy is decent at best and only protect one creature. It seems like EDH has less targeted removal than other formats because of the multiplayer aspect. It seems players try to go for the more global effects of a spell and I feel you should do the same. I will say that I had not thought about using the Replicate mechanic to pump out multiple drakes, that's a really good angle. I also like the Buyback mechanic like on Mystic Speculation and Capsize . Anyway, +1 from me.

I thought about Hidden Strings and Hands of Binding but i never thought they'd do much by themselves. The other blue cipher spell sucks. I'll try them though. Thanks for the suggestion.

Considering you "draw the shit out of your deck", it would be interesting to have a Laboratory Maniac there. Just "draw the shit out" as you said yourself, then Laboratory Maniac -> Draw a Card (any instant, sorcery or even activated abilities for that...)
Also, Stormtide Leviathan would do wonders in this deck.
I'd also consider an Archaeomancer . Just get something to be able to bounce him (maybe Deadeye Navigator or some other card that would make you able to bounce him every turn) and you'd be able to play your instants/sorceries an infinite amount of times (or until it is killed, although with a Deadeye Navigator he probably would never die, as you would be able to exile him just before it gets exiled/killed, activating the ability as an instant)

I intend to get Laboratory Maniac as soon as possible. The deck just needs it, even if just for Enter the Infinite . I found that tapping out to play a huge creature was usually a bad idea, so I cut the big ones. Having only one in the deck and talrand having hexproof paints a big target onto its back. Inkwell Leviathan could be nice though. Comboing Archeomancer with Repulse , Into the Roil and Voyage's End is just too cute not to try it. Thanks!
