Some budget options are Tome Scour , Archive Trap (great with Ghost Quarter ), and Twincast to copy Archive Trap . I have found that Haunting Echoes is a beast at milling, and i think that you would like it. similarly, Extirpate /Surgical Extraction is really good along with some form of discard: Thoughtseize (expensive)/Inquisition of Kozilek (moderate)/Duress dirt cheap.
The more expensive cards:
Damnation
Glimpse the Unthinkable
Remand
Ensnaring Bridge
duals and fetches AKA Watery Grave
, Darkslick Shores
and you mentioned that you won't be able to get fetches. I hope that helps this deck mill people and make them rage quit!

miracleHat - I swore I had Tome Scour in there, guess I missed them. They'll be in there now though! I love Haunting Echoes , it would easily tear a deck to shreds, definitely going in there. I was thinking about throwing in some discard originally, but i decided against it. Glimpse the Unthinkable would be simply amazing, however, a playset of that would kill my wallet. And land wise; I'll be swapping my guildgates for Drowned Catacomb once I can get my hands on some. Thank you for the awesome feedback, immensely helpful.

ha!! I like the name: funny...
this will sound weird but, I think mana ramp is good...
Get some green in there, with Utopia Sprawl , and/or Birds of Paradise and ye got yourself a quicker mill. You could also afford larger mill cards sooner and mass mill.

nickiru - Ramp is amazing, however, not for this deck. I feel if I were to throw ramp in I'd have to ditch a playset (or just 4 cards in general) worth of what makes this deck a mill/counter deck. Plus then I'd have to worry about my green land draw vs black and blue. I could splash it in with dual lands but that can get rather expensive. An easier way for ramp in this deck would becards like Crypt Ghast or Dreamscape Artist .Though I love the idea of ramp in here, but I belive there more important cards in here already.

. Yes it does mill half of your opponents library, which can be good. By turn 5, how many cards are left in your opponents library?
turn 1 mill 5 (Tome Scour
)
turn 2 mill 8 (Breaking / Entering
)
turn 3 mill 11 (Mind Funeral
)
turn 4 mill 11 (Hedron Crab
+ land + Mind Sculpt
)
You have just milled 35 cards, + they have naturally drawn 12, and lets say that they cast a Serum Visions
. They only have 12 cards left in their library. The time when Traumatize
goes down, you are only milling 6 cards for five mana! Or even on turn 4 you cast Vapor Snag
and Psychic Strike
and they didn't Serum Visions
. You would only be milling 11 cards, the same amount as a Mind Funeral
on average.
You would be much better running something like Twincast to copy a Mind Funeral or Archive Trap which will be normally cast for zero especially if you add Ghost Quarter and on average mill more cards.
In essence, drop Traumatize , Pilfered Plans , and Consuming Aberration (to slow) for 4 Archive Trap 2 Visions of Beyond and 1 Twincast .

miracleHat - Wow. That makes this deck so much faster! However I would rather add it in as 3 Visions of Beyond and 3 Archive Trap and the 1 Twincast , mainly because that draw is amazing and the Archive Trap wont come until late game. Thank you again for this insane amount of help!

Holy crap, I've never actually seen haunting echoes before. Fantastic card. I second the Ghost Quarter suggestion, it synergizes extremely well with Archive Trap .

In that case, why not play Evolving Wilds ? You would trigger the landfall twice :)

Fizzz - Evolving Wilds is a good addition. forgot about that card as I've never had a use for it. Out of all the ones I pulled from Innistrad block and M13 I definitely have enough to put in here, makes the deck run that much faster.
I was debating on if it was worth it in the end, but after writing a response to decline the suggestion it made no sense as to why it wasn't in here.
