I use SW because it is cheap and it generally gives me a bunch of life.

Think about Blood Artist . Since things will be dying a lot, you can have the ability to do more damage and gain some life as well.

Maybe consider Essence Scatter over Rite of Consumption . The extra mana sucks, but losing your biggest creature just to run into a Remand or Mana Leak sucks. A lot. Essence Scatter doesn't require you to sacrifice your guy at all, and is much easier to recover from if it gets countered.
Other than that, I like the deck and I love the budget! Nice one.

Awesome deck! What about 1x Army of the Damned .. It's for 8 mana, but if you sacc every creature summoned by this, you can make your vampire huuuuge in only one turn:)..

I play tested your deck about 20 times haha:
In my opinion, change out the Pawn of Ulamog and Reassembling Skeleton for something more synergetic. They seem like junk in the hand unless you have your corpse jack and/ or bloodflow out. Maybe get a dual purpose creature like Rakdos Cackler and Agent of the Fates . Same mana cost, still veryyyy cheap. Plus,when you cast on Agent, they sac a creature. You can sac Radkos for bloodflow cis its just a weenie etc etc etc.
The Slitherhead is KILLER in this deck with the sac for bloodflow and the double counter from corpsejack. Sac then scavenge? Counters for everyone! WOO! Especially if you have Solidarity of Heros to cast, damn! Good idea. If you have the mana at least.. which brings me to another thing i should bring up: theres a little high chance of mana flood in this deck...maybe cut down to 15 or 14 swamps? Whatever you gotta do.
Another thing I want to bring up is protection for corpse jack and bloodflow...those 2 creatures are going to be big targets by your opponent and they're going to catch on very quick what you're up to. If they Detention Sphere them, you're screwed. So counter spells or protection, something.
+1 though! this is seriously a fun budget deck that has a crap load of potential even staying in budget! I live for budget decks haha.
