That guy looks like he is having fun.

This deck aims to give that same experience to everyone you play against. Won't they be happy with no cards in hand?

This deck can be purchased for around 65 USD on tcgplayer. (Minus the swamps.)

Now, on to the cards.

MAINBOARD

3x Bile Blight - Get rid of those pesky creatures, you opponent doesn't need them.
3x Blackmail - Although the limit of three cards can be annoying, we can usually cast this spell when they have three or less cards in hand. As a bonus, it can hit lands!
1x Buried Ruin - Can recur The Rack if necessary.
2x Dakmor Salvage - Fun soft lock with Raven's Crime. Cast Raven's Crime with retrace, discarding Dakmor Salvage , then dredge at the beginning of the next turn for Dakmor Salvage , rinse and repeat.
4x Despise - Nice hand disruption, hits creatures and planeswalkers.
2x Duress - More hand attack, hitting the noncreature spells we don't want to hit the table.
3x Gurmag Angler - This big chunk of tuna can act as an easy alternate win con. You could also swap this guy out for Pack Rat .
3x Murderous Cut - Removal that can easily cast for .
4x Necrogen Mists - A budget version of Liliana of the Veil with a less flexibility, but a lot cheaper. Keeps your opponent discarding every turn, essentially neutralizing their draw step.
4x Raven's Crime - for a discard spell? Sure. With recursion? Sign me up!
4x Shrieking Affliction - One of the win cons for the deck. Bring them to madness with no cards in hand, then chip away at their life total.
2x Smallpox - Creature removal, discard, and land destruction all in a spell that costs . We only run two, because we have only 19 lands, and we don't want to get our manabase hurt too much.
17x Swamp - What mono black deck doesn't run these?
4x The Rack - The namesake of the deck. Chips away at their life total as long as we keep their hand at bay.
4x Wrench Mind - Two cards for two black mana.

SIDEBOARD

2x Delirium Skeins - More discard. Discard everything!
1x Illness in the Ranks - Kill all the tokens.
1x Gurmag Angler - The beatdown plan.
3x Drown in Sorrow - Mass removal.
2x Duress - More stuff that hits noncreature spells.
4x Surgical Extraction - Anti combo, we can make them discard their combo piece, then Surgical Extraction it.
2x Torpor Orb - Anti Splinter Twin and other junk.
