I think City of Brass is better then Reflecting Pool
Temporal Mastery works really well with Mystical Tutor and Vampiric Tutor
Reliquary Tower is kinda "win-more" I dont think it is worth the colorless I would play Creeping Tar Pit in that spot
Dispel is a little situational. maybe Deprive wouldwork well in the deck with all the ramp you do anyway

City of Brass is not better than Reflecting Pool . With three ABUR duals, three shocks, and nine fetch lands, this deck can very easily use Reflecting Pool as a second Command Tower .
Temporal Mastery is not worth including because it's only good if cast for its miracle cost. If cast normally, it's outclassed by Temporal Manipulation . With the sheer amount of draw power in this deck, it's highly unlikely that I'd ever get to miracle Temporal Mastery unless I burned a tutor to stage the miracle trigger.
Reliquary Tower is certainly not a "win more" card. It's extremely powerful with cards like Consecrated Sphinx and Necropotence , and it allows me to do a lot more whenever I use it in conjunction with draw. The colorless mana is offset by the good ability and the fact that it enters the battlefield untapped. Creeping Tar Pit is too slow and almost irrelevant. The only time I'd ever use it as a creature would be to chip away at a planeswalker. Even then, it's not good because it effectively costs me 1UB and U/B to do 3 damage.
Dispel is amazing because it helps win counter wars. A one-drop counterspell can do a lot of work, and it will always be relevant because competitive metas will always have blue decks. Deprive is twice as mana intensive and also requires me to lose land advantage and a potential extra card (from Damia's ability).
Also, Remand clearly gives the opponent an opportunity to recast the spell. The only reason it should ever be cast in a counter war is if there's no possibility that the target spell can be recast or if you're out of options and hoping for a lucky cantrip.

Utopia Sprawl is solid. It loses to LD, but LD is rare - it usually consists only of the obligatory Strip Mine or Wasteland .
Utopia Sprawl also does well with Arbor Elf .

Well what about Negate over Dispel
And I think Reliquary Tower is a "win more" card because in the case you are drawing so many cards that you are having to discard at the end of turn. You are probably winning already. The colorless mana can really hurt you early. "Especially when you play cards like Reflecting Pool , Volrath's Stronghold , Boseiju, Who Shelters All , etc. I think it is an unnecessary risk that you dont need to take when you could just play City of Brass in that spot. You already play Forbidden Orchard which can do almost the same thing as City of Brass

Dispel is better than Negate . The former says "Pay U, win target counter war." It's really effective at generating advantage in a critical and prevalent set of situations. There's no reason to replace it with something that would do the same job, but worse.
Reliquary Tower is not a "win more" card. The advantage it provides is insane, and there's no reason to pass it up when the "downside" is really not that bad. If I'm drawing so many cards per turn cycle that I need to discard some, it would be better to not discard any and instead have everything available. It gives you so many options that you would not have otherwise had. It wins games.
I don't want to play City of Brass because there are situations in which I'd be faced with the choice of not having infinite mana or generating a finite amount of mana and dying to the ping trigger. I could tentatively play around the trigger if I had Deadeye Navigator and could play everything at instant speed, but I'd rather just eliminate the possibility altogether. Reflecting Pool is almost always a Command Tower . If not, it's usually a dual land. In rare cases, it's a basic land. It has almost never been a gray land.
Also, Forbidden Orchard is not comparable to City of Brass because it can't kill me.

Anyway it was worth a try. I really do like the deck though. Really high power level and consistency. Do you own it IRL. I assume yes. Any cool signed, foil, or old versions of cards? Is the seal english?

This is one of the most well-thought through and effective decks I've ever seen. It's nice to see someone not take the easy way out with Geist of Saint Traft voltron or Kaalia of the Vast .
I was surprised Stifle wasn't included in here. Just wondering if you have considered it and/or why you choose not to.

I thought a few times about Stifle (I have a foil German copy I'm dying to show off) and even Trickbind , but I don't know if I would include them. They seem good in theory, but I have the feeling I'd draw them in game and not have anything major to counter. I could certainly do some testing with each, but I don't know what to cut. Delay , perhaps? Or Chromatic Lantern ?

I haven't tested the deck extensively, so I'm not sure. How often do you have mana problems and how often does the Chromatic Lantern show up when you do? And also will Stifle show up when you need it? I think Stifle has more potential in saving you, but testing would be required.

I rarely have mana problems. Once in a blue moon I'll get flooded with gray lands, but it's very rare. Chromatic Lantern has been kind of unnecessary outside of those situations.
That's kind of the thing about Stifle , though. A counterspell will always be useful. A Stifle effect will depend largely on what your opponents are doing and whether it's worth countering. Sure I could Stifle a fetch land, but if I do that on any turn besides turn one, it doesn't really do much. It would be great against cards like Jarad, Golgari Lich Lord or Arcum Dagsson , but I don't know how generally applicable it will be.

I think that Cunning Wish could go great in the Chromatic Lantern spot.
Stifle would go great in the board along with Chain of Vapor a kill spell, Demonic Consultation , an artifact destruction spell and some hosers

I think I would prefer using Living Wish over Cunning Wish because it costs one less and would allow me to move some of the fringe utility lands (e.g. Homeward Path ) to the sideboard and also board Peregrine Drake as a backup for Palinchron . I'd lose the instant speed of Cunning Wish , but I'd gain a bit of flexibility.
If I did run any Wishes, though, I'd want to run both Cunning Wish and Living Wish because they'd allow for a mix of capabilities.

I also feel like Chain of Vapor and Demonic Consultation are too dangerous to board. Chain of Vapor quickly becomes detrimental to cast because I usually get very early Damia plays, and Demonic Consultation has a high probability of exiling too many key cards. I don't want to dig for an out just to exile my combo.

I would prefer to move Homeward Path and maybe Boseiju, Who Shelters All and Volrath's Stronghold into the board because they're only sometimes useful, and I'd like more color options. They aren't terrible mainboard, but they do present some challenges if I draw them together in my opening turns. They're the kind of lands I would prefer to find when necessary.

I would keep Force of Will mainboard because I want to see it regularly. I don't want to have to go out of my way to find it. I've actually cast Intuition to find Force of Will , Pact of Negation , and Misdirection .

I would recommend running Exsanguinate as a win condition to go with your infinite mana, or at least throw it in when you are playing multiplayer, as this allows you to kill everybody at once.

Blue Sun's Zenith does that as well. Epoch could, potentially, get infinite mana then draw x cards for himself, play Rune-Scarred Demon and Deadeye Navigator , (if they aren't already in play) then use the demon to tutor for the Blue Sun's Zenith . This time he would cast it on an opponent for X where X = the cards in their library +1, (or just some random arbitrary number like 18497) then he could rinse and repeat.

Remand is good because it's castable with only a single blue and it replaces itself. Even though the spell is returned to its owner's hand, its owner will often not be able to recast that spell that turn.
Memory Lapse is good because it puts the spell on top of its owner's library. That hoses his or her next draw because he or she will waste it redrawing something he or she already had and didn't resolve. It's especially good for slowing down generals, and it prevents immediate recast or recursion.
I've been thinking about the wishes. I would probably run Living Wish before I ran Cunning Wish .
