I'm going to ruffle a few feathers, but Force of Will is a horrible card. You are willing to two for one yourself, to stop what?. Five, Ten years ago, Legacy (esp. in America) was very combo heavy. Sure, when you are playing against Charbelcher, or Flash Hulk, it's fun to sit back and let your opponent drop their entire hand (or most of their deck), only to have it foiled by one well placed counter spell. It's easy to slowly build towards a win, while they are unable to recover. The only problem is, combo has all but fallen away. Think about it, why is Red Deck winning Tourneys? Red Deck can't win on turn three, which is what you need to bet combo, but has no problem rushing tempo. So what good is FoW if every thing they drop is a threat? How can you justify using two cards, to kill one threat, only to watch them drop three more. Just a glance at tourney list will show that it is Maverick, Canadian Thresh, Team America, or Bant Blade that are winning.
This is an attempt to adjust Fish, to Compete in an evolving, creature heavy Meta. I replaced the sub par counters, with as much cheap removal as I could squeeze in. The board is there to help deal with the few competitive "combo" decks left; ANT, Dredge, Combo Elves, Re-animator, ect...

The board is solid, but I need to find room in the board for two Meddling Mage. Either moving a board peice to the main, or replacing the weak link.
