Niv is one of the most powerful spellslinger or card draw commanders, so instead of doing any of that why not make tokens instead. Now that's not to say this deck is spell or card draw light, but those 2 things are more ins service to the token theme. With cards like Young Pyromancer , Docent of Perfection  , Murmuring Mystic as well as Metallurgic Summonings as some of the best token generators rewarding us for playing spells and The Locust God making haste creatures for just drawing cards the tokens are abundant. Alternatively Rise from the Tides can make an insane amount of 2/2s and Clone Legion is a fun way to copy someone with a better board state or your own if you want. The rest of the deck is a mix of permission tools, removal, card draw, the standard Izzet affair. If tokens don't work out Thousand-Year Storm , Sunbird's Invocation are other great ways to win the game. Top it all off with Aetherflux Reservoir for incidental life gain and the ability to just nuke one player out of the game the deck has a varity of ways to both win or just cause chaos with cards like Warp World .
