This Dromar, the Banisher deck's aim is to sit back and play a control strategy by using taxing effects to disincentivize opponents from attacking me and using O-Ring effects to take care of troubling creatures.

The Seven Rings

While these were not for Dwarves, we have 7 Oblivion Ring effects for problem permanents. Stasis Snare and Hixus, Prison Warden can catch opponents off guard while the latter can eat multiple creatures after they deal combat damage to you. Detention Sphere can also get rid of multiple permanents, so as long as they have the same name. This can be helpful when a token deck gets out of control or if multiple opponents have the same problematic permanent. Grasp of Fate can level the playing field and Colossal Whale can grow, eating what we don't want other players to have.

Taxes

The main method this deck uses to slow the game down is by using various taxes. Combat taxes coming from Propaganda, Ghostly Prison, Sphere of Safety, and Windborn Muse are straight forward taxes on those who attack me. Norn's Annex however is cheaper for white players if they choose to pay , or they can pay 2 life like the non-white players if they need the mana.

Spell taxes come in a few forms in this deck. Grand Arbiter Augustin IV and Rhystic Study tax each opponent's spells with the latter being optional while Aura of Silence taxes their artifacts and enchantments and Monastery Siege can tax spells that target our permanents, including our O-Rings.
