I'm fairly new to Magic and a friend recommended it. I also don't want to spend too much money on my first deck. I don't know how much the lower deck costs but I'm hoping it would be under $20. But I didn't see how many lands so could you tell me the amount of lands you recommend and of what kind?

This deck is for a very expensive competitive format. The lower deck would be more expensive if anything. You should look up mono red Red Deck Wins standard decks, as those are usually the cheapest competitive deck to build.

ardellian, the point of the deck is that there are no lands. read the description; it tells you how to play the deck

We have no lands, but we do have mana. Then we mill out seck for the win.

If you are new to mtg, it is probably better to start with things other than legacy. I would suggest sealed.

Belcher is a bit tacked on, rather than an actual wincondition. It is 3 mana more than the two other win conditions. Do you really need 12 do-nothing (except win the game) cards in the deck.
The sideboard is a bit loose as well. When are you actually siding these cards? Generally, belcher/oops, all spells decks have a wishboard, using Burning Wish for example to make the sb part of the deck.
Artifact hate, actual counterspells, more disruption are generally the things you want in a SB.

I was deciding whether Goblin Charbelcher was worth it at 6 mana. Burning Wish however, is WAY too expensive. With it we would no longer be a budget deck. I will add it to the upgraded list though.

Burning wish was just an example, some other wish may be more appropriate; I have always suggested expensive cards for this deck :)
Charbelcher is actually 7 mana. 4 to play and 3 to activate. That is 3 mana more than current win conditions, which is entirely too much.

I should have cought that. At that point, I may as well play Recross the Paths... Should I play that? Maybe I could do Living Wish to get more win-cons...

Spencerbot15, Recross the Paths puts the cards on the bottom of your library, not the graveyard.

Also, the Cabal Therapy count seems a bit high; you can sacrifice a Narcomoeba or Balustrade Spy to use its flashback

I know what Recross the Paths does. It is awesome anyway. I get to organize my library... also Cabal Therapy is the most expensive card in the deck for a reason, it is awesome. I might replace one Cabal Therapy with another Dread Return. This is for when you have the maniac or Azami in your hand. You sacrifice the useless Wild Cantors to therapy to discard the combo piece and then sacrifice the other cantors to Dread Return. Thoughts?

Hmm. As far as names go, you could use a play on words, such as "Eccentricity of/in the Undercity". It uses the "maniac" part of Laboratory Maniac and ties in, with a fluent word scheme, the word theme of an undercity. Tell me if this doesn't fit; I can figure something else out.

the Recross the Paths count seems to be a bit high to me; if you spend the mana to cast it, then it will still take a few more turns to draw the cards you need to win... maybe replace 1 or 2 with some more Cabal Therapys

I am attempting to make extra copies of the win-con spells. If you have a few draw cards, you will win fairly quickly. If anyone else has a better idea, please tell me.

in the description, the 'what should i add if i want to upgrade the deck' section seems to be a bit strange, you say you should start by going towards the following deck but don't say what you should to then. maybe try 'You should try to upgrade to the following deck:'?
