Sunscour's alternative cost is extremely bad, especially in singleton formats. It's crippling card disadvantage in the colour with the weakest card draw capabilities just for a Day of Judgment. 7 mana sweepers that only hit a single permanent type are also terrible. I'd never replace All Is Dust with Sunscour, much less have it in my deck at all.

I have to ask (you've most likely been asked before) but since you seem to have issues with weak draw (it's mono-white after all) why are you not playing mentor of the meek? I could understand it if you think you don't have enough power 2 or less creatures for him to be worth it but, counting 8&1/2, there are a total of 15 valid triggers for him. not sure if this is an ok number or not but if you're concerned with draw it could be a neat inclusion as it is recurrable with sun titan and can hold a sword.

Mentor of the Meek is better in decks that can trigger it frequently, such as token decks.

NensouHiebara have you considered Mind's Eye? it seems like you could use some card draw and this would definitely help. Awesome deck though +1.

mahanhen I think Mind's Eye would end up as not much more than another reason for the opponents to pack mass artifact removal while being 5 mana for an artifact with no instantaneous effect on the board in a deck with ramp issues.
I do, however, agree that this is an amazing deck and that it's creator is great at responding to feedback with well formulated arguments.

Mind's Eye has a bulky price for a card draw engine. I used to have Staff of Nin in the deck before dropping it due to mana cost.

Thoughts on Vedalken Orrery?
Could you also go over the reasoning for Scroll Rack? I understand the combo with Land Tax, but it just feels bad without it.
Maybe get some easy wins with Felidar Sovereign?

Vedalken Orrery - This isn't the kind of deck that can benefit from having everything with flash. I often tapout and if I do have leftover mana, it's held for 8.5's abilities and removal spells.
Scroll Rack - Still powerful by itself. I have various cards in the deck that shuffle my library. All I need is to have one at the ready or dig into one with the Scroll Rack activation and I can refresh my hand and the top of my library.
Felidar Sovereign - Probably never use it. It's alternate win-con feels cheap and hollow. "Oops, I win" effects sour games.

Not using Key to the City. Discarding costs are too steep for this deck and paying when it untaps to recoup from the loss of a card needlessly burns up mana.

It's okay as an early-game threat or as a quick fix if the Commander is unavailable. It's usable, but not exciting. I wish Wizards would print more Equipment support that helps suit up the Commander, not insignificant creatures in the 99.

This seems like an upgrade over Fireshrieker. The only real downsides are that a good number of your tutors don't grab it, and a lot of your recursion can't get it out of the yard.
Other than that, it's a superior permanent type as far as opponent removal goes, is far less mana intensive assuming you cast your general several times, and you can use it on your opponents' creatures if you need to ally to take down a superior threat.

Nice deck! and it's good to see a fellow mono white commander user, I love mono white and voltron, and I have been using your list with some cards that you have but I dont.
There are like 5 cards that Im missing, but one thing Im not sure to do is, when to use 8.5, Im always using him when I have enough mana to protect him, but sometimes a sweeper kills him, and wanted to know if you have a in-depth game that you can share, like, if you are having trouble with people using a lot of sweepers, maybe use eerie interlude, something like that.
I use interlude but the bad thing is that all your swords and equipment fell off of creatures when they come back.
What do you think about extraplanar lens? well obviously using snow covered plains.
Im using this cards that are different from your version:
- -Aven mindcensor (my LGS have people who are millionarie and they use fetch or tutors)
- -Brimaz, king of Oreskos (I like this cat but dont know if belongs here)
- -Faith's reward (for sweepers)
- -Karmic Guide (again, sweepers)
- -Crackdown (naya decks or omnath)
- -Hedron Archive (dont have mana crypt, sadly)
- -Revoke Existence (for aura shards and other nasty artifacts)
- -Kytheon, hero of Akros (wanted this dude to be my commander)
- -Extraplanar Lens (mana acceleration?)
I know that I need to get the cards that Im missing but this is my list Im testing, hope to see more reports of how was your games against other decks.

Duelist's Heritage is not an upgrade over Fireshrieker. The downside you mentioned are extremely relevant and make Duelist's Heritage worse by comparison. Duelist's Heritage only granting double strike on attacking creatures also makes it useless in defensive situations.
If opponents are frequently casting creature sweepers, I'd use the next available tutor for Darksteel Plate.
Used to have Extraplanar Lens in the deck, but only using 20 Basics made it awkward in some games and I've been preferring land ramp options over mana rocks and doublers. Caged Sun is even on the Chopping Block.

Would you recommend the other 2 swords that you didn't include since they aren't as good as the other for a play on a tight budget? Also, what would be some relatively cheap cards that could be played in place of some of the more pricey cards?

I wouldn't recommend the two remaining Swords, not even just for the protection abilities:
- Sword of Body and Mind's milling is an annoyance at best and fuels opponents' graveyard strategies at worst. It can't even be considered a win-con. Opponents should be dead from normal damage before they get milled out.
- Sword of War and Peace's damage and lifegain are incredibly negligible. Unless your Blue opponents like to frequently obtain oversized hands, it essentially does nothing. The overall design of the card itself feels incredibly lazy.
These Swords just don't work in a Voltron deck. They offer no utility whatsoever and they don't generate any relevant value.
Argivian Archaeologist - BUY ONE AS SOON AS POSSIBLE! It's currently not too expensive (SCG has it at ~$25 as of this post). Since it's on the Reserve List, its price can only increase from its low supply and can be the subject of Speculator or Collector buyouts. A price hike could happen at anytime without warning, and its price will still steadily climb at best. But if Argivian Archaeologist isn't your kind of card, there's always Trading Post.
Mana Crypt - It's just an over-glorified second Sol Ring. You're not really missing out on anything. Just use another mana rock, like Mind Stone or Everflowing Chalice. There's also Mana Vault if you want something of similar power.
Sensei's Divining Top - Crystal Ball. Doesn't have the card draw, but it has scry.
Scroll Rack - Credit Voucher offers a similar one-shot hand cycle. Great target for Sun Titan.
Land Tax - Tithe and Gift of Estates offer similar one-shot effects.
Dust Bowl - Any other cheap Strip Mine variant will do.
Mikokoro, Center of the Sea - Geier Reach Sanitarium can replace late-game land drops and dead cards. Throne of the High City adds the Monarch to the game.
Equipment - The best Equipment in the game, due to their more complex and unique designs, don't have proper budget replacements. It's ideal to bite the bullet and buy/save up for them when building an Equipment deck. It's difficult to find suitable substitutes for what's essentially the core of the deck.
There are card draw alternatives for Sword of Fire and Ice. The best out of them is Avarice Amulet. It offers a power boost and vigilance, and it's downside is avoided when attached to your Commander.
Sword of Light and Shadow can be omitted if you don't care for the creature recursion.

Emeria Shepherd has synergy with a bunch of your cards and could be a good late-game rebuilding strategy. The high CMC makes it more of a survival/comeback card than a win faster card, but I think it's worth it. I like cards that you can keep in hand when you already have a great board in case of an upset.

No interest in Emeria Shepherd. I'm trying to keep the average CMC low. Equipment are expensive enough to cast and equip. I don't want too many high CMC cards making my deck too 'top-heavy'.

So doing a control+f i see no mentions of Empyrial Plate, Thoughts for inclusion here? It's a pretty stupid engine with Land Tax. (Tax to hand then hit for a large amount, then discard lands to hand size.)
