Budget Friendly Elminster Deck. Non-Budget cards are maybeboarded. Some lands included may not be super budget, they can be swapped for basics or cheaper duals.

Blue/White Scry with some control and board interaction.

Goal: Manipulate top-card to activate Elminster for fast sudden board presence. Cheap anthems to boost Fairy Dragon tokens.

The maybeboard generally consists of cards that are good to have, but not necessary in order to remain budget friendly.

Sensei's Divining Top is maybeboarded, though it really is the linchpin of the deck. Alternatives can sort of fill in, like Crystal Ball and The Reality Chip, but neither are quite as powerful.

Finally have a good home for Jace, Mirror Mage. He is fantastic in this set, especially when combined with Oath of Teferi. Scry 8 for free every round.

I want to make this as flexible as possible in terms of budget, so I've added a bunch of alternative anthems to the sideboard. These can easily replace some basics, some of the more expensive core-strategy cards (like the top, or procession), or even some of the scry instants. You can also swap out cards for more budget artifacts, if you feel you're lacking in the manabase.

All in all, almost all of these cards are extremely budget friendly. The only real benefit the more expensive cards provide is taking the deck to a higher power level.
