One of the main goals is to get Counterbalance out ASAP along with commander. Knowing the top card while having Counterbalance can control the board with massive advantage. Most card choices are top-manipulation to get to the combo piece while having the best answers. Sensei's Divining Top with Counterbalance is also extremely strong.

Main win-cons:

Scepter-reversal to pump commander infinitely or Aetherflux Reservoir life gain and kill the entire board or Codex Shredder to mill all opponents.

Artifact cost reduction or Birgi, God of Storytelling   with Sensei's Divining Top draws the entire deck with commander on the battlefield.

Underworld Breach + Lion's Eye Diamond + Brain Freeze to get access of entire library or mill opponents out.

Strong synergies:

Narset, Parter of Veils/Smothering Tithe + Timetwister

Counterbalance + Scroll Rack/Sensei's Divining Top or spells that manipulate the top, with commander on the battlefield even a fetch land can shuffle your library to increase the chance of countering spells with Counterbalance.
