I play tested and I have to admit, it was a lot of fun. There's a ton of synergy in this deck with the control elements along with Aether Vial. My only gripe is that you had to throw 2 Counter Spells in there to make it Legacy, when it's easy enough to put a Mana Leak in its place to make it modern... Wuss! :)

Played my Infernal Savagery against this without side boarding. Having 2 Spreading Seas in game 1 was the deciding factor. Game 2 was more up to the strategic playing of 3 Vapor Snags, along with dropping all the Merfolk with a turn 1 Aether Vial. Couldn't do crap either game, and now I know the annoyance factor of playing against my own medicine, Vapor Snag. Not to mention how disgustingly dirty Spreading Seas is. lol I did have a little relief from that spell after dropping a Gruul Turf to bounce a land, but I see that you run a couple of nasty little Tectonic Edge's as well, which I'm sure will make this deck all the better.

Good work! Put in 2 Mana Leaks over Counter Spell and you'll deserve the +1, but I'll do it anyway.

Thank you for the input. I usually will use Mana Leak in a multi-colored deck since the one Island, one colorless mana cost is easier to pay. However, being as this is a mono-blue deck I prefered the Counterspell since it's more effective, and easier to pay the double blue cost with so many islands coming out.

You'll need Force of Will to combat combo decks. Daze is also a good choice. Cavern of Souls is great if you have to hardcast your fish against control.

Unfortunantely I don't have the funds for a playset of Force of Will. Otherwise 'd love to have it in there.

I wonder if it wouldn't be a bad idea to swap one Silvergill Adept with Sygg, River Cutthroat. I could be wrong on this one, but he seems like he would net you more card draw than the Adept, plus you don't have to reveal what's in store. Not quite as much of a tempo play, but a better blocker that will probably pay dividends. Heck, if they so much as play a Fetchland and a Shockland, you get a free card. Also, he adds more devotion for Master of Waves.

Great suggestion. Sygg woulg be a stronger board presence and I will have to playtest with him to see how it works. Usually Silvergill Adept can be played with AEther Vial, avoiding the extra casting cost. The other benefit was if I don't have to use, I can use a generic mana for Silvergill. Still, Sygg was off my radar and it seems to have great potential. Thank you for bringing it to my attention.
