This deck has gone through plenty of changes since it's first edition and I've finally gotten around to documenting them on here!
This has got to be one of my all-time favorite decks to play. It's your typical flicker/blink package centered around the (sometimes splashy) effects that I want to produce, while also sporting a decent control arsenal, ensuring that i can stay afloat in more rigorous multiplayer games or to clear the way for going in for the kill.
Altogether I wanted to avoid the more popular infinite mana combos with Peregrine Drake or Breaching Whale, but I obviously I can't leave out Dead-Eye Navigator altogether. I also want to stay away from being a total control deck, both because that's not the kind of deck that I want to play, but also because I want to fly under the radar for the most part of the game until I can make a win. The deck should run closer to mid-range than to control.
Also, lets be real, Blue and White have some of the most aesthetically pleasing card artwork in the game. <3
I'm totally open to any suggestions you all might have and don't mind to explain inclusions/exclusions/combos, and again thanks so much for taking a look and don't forget to leave a vote if you enjoyed the deck!

In truth these changes happened over the last two months or so, but I altogether wanted to make the deck more consistent through adding more creature-based flicker enablers, as well as more control to keep me alive through the means of C-rift (which should have been in there to begin with), stonehorn, Baral's Expertise, and Lavinia.
I'm particularly excited to test out Recruiter of the Guard because there's a sizable utility package that she can hit to generate tons of value. Crusade was added to test to see if I could use it as another win-condition through generating counters. I haven't done very extensive testing with it yet, but I hope it earns it's place because I love +1/+1 counters.
The removals were based mainly on cards that I did not feel really pulled their weight throughout the long game such as Brimaz, Geist, and Luminarch Ascension. Although these cards are amazing in a vacuum, my meta is full of huge creatures that I never felt too comfortable attacking into for them both achieve their value and to survive, and Ascension rarely made it online.
I felt comfortable removing Mulldrifter because Cloudblazer is already on the list. I never really generated as much value as I wanted to with Sword of Feast and Famine to warrant re-equipping it every time I need to flicker its host, regardless of the untap effect. I removed Mimic Vat because I am more likely to focus on my own board state rather than my opponents and, honestly, I exile my opponents' creatures more often then send them to the graveyard. I do wish I would have kept Solemn because ramp in UW is so sparse, but for the life of me, I can't make a decision on what to swap him back in for.

So, after a week of some good testing of my previous changes, I decided to add some more fun with Panharmonicon, as per suggestion. Surprisingly, Cathars' Crusade was the MVP for most of the week, winning me each game it hit the board. I didn't have the heart to take it out since it performed so well, so I decided to keep it and just add Angel of Invention anyway.
I added Spell Queller in place of Village Bell-Ringer because I was never really motivated to play Bell-Ringer much when I drew him, so I think this new spirit will gain me a bit more momentum and value.
I decided to take out Cackling Counterpart for Panharmonicon because I knew it would generate more value over time. Perplexing Chimera, although amazing in this deck, always drew me a lot of hate, so I thought it might be a worthy swap for something else I wanted to play that would be more fun.
Man has it been a while. I'd taken a break from playing MTG for a while since life's been really busy, but when I did get the chance to play some EDH, I noticed that I wasn't really inspired to play this deck as often as I used to be. So, I made a few changes that I think will breathe some new life into it!
Making cuts for new additions from the newer sets is becoming harder and harder each go-around, but I'm going to give these new cards a chance to change up the pace of the deck into a less control-centered (not that it was control-heavy in the first place, but oh well) into cards that I've just generally always wanted to play with like Meadowboon and Day of the Dragons.
Palace Jailer, Reflector Mage, and Spell Queller are all cuts based around avoiding control, all of whom I've replaced with creatures with interesting ETB effects: Seht's Tiger, Slithermuse, and Portal Mage. Mind's Dilation was honestly one of my favorites, but it generated a lot of hate on the board and never stuck around long enough to gain much value to counteract its high CMC in exchange. I'm going to test out Day of the Dragons as its replacement as my blue 7-drop since it immediately puts threats on my board with all the token production and skirting the summoning sickness should be simple.
Sun Titan and Angel of Invention were the hardest to cut. Instead of recurring small permanents from my graveyard, I'd rather grab instants and sorceries that enable flickering such as Release to the Wind and Angel of Condemnation. In the case of Angel of Invention, I thought that it made the most sense to cut based on the reasoning that I'm trying to lower the curve a bit and that it's abilities were the most lackluster for it's CMC bracket.
In the case of Tolaria West and Endless Sands, I don't actually thik I ever used Tolaria's tutor ability, and I'd much have another enabler.
As a side note, I have NO IDEA how this list is -7 / +8. For the life of me I’ve been pouring over the deck on here and in paper and I just cannot find the variance. I’ve counted and recounted and both decks are 100 cards, so even though everything’s worked out, I know something went wrong somewhere. Oh well.
