Yes Waxmywand it's definitely on my radar, but it's in M15 so not out yet. I'll probably be removing Minds Aglow because 99/100 times it's just me pumping mana into it and it's not terribly efficient as a draw spell.

Mind over matter is the most important piece here as it's good on its own, acting like an engine to keep wheeling or acting like a control card by tapping down major threats. Check out my list for more card options. I'm always looking for advice and +1s

PrestonShilling - That's a cool concept, but to add that many cards will require pulling out a lot of other stuff. It's not really a Niv-Mizzet deck. Although, Mind Over Matter works with Jace's Archivist as well so that card at least is worth a look. Thanks for the +1!

Yeah, but I don't really want to discard my own hand that often, and it doesn't work well with Teferi's Puzzle Box which is almost insta-win. I'm also trying to keep it creature light for Breathstealer's Crypt . Thanks for looking though =)

I agree with Quicksilver on this one; Sire Of Insanity is fantastic in this deck. I play Nekusar too, and he is really very good.
Also, maybe consider Dissipation Field as a sort of second copy of No Mercy . It does interact with your own stuff that pings you tho, so it might not be worth it, but it's probably at least worth a try.

Curiosity and Vampiric Tutor are both good cards, but with so much other card draw, they seem a bit redundant. Stranglehold also seems a tad pointless, maybe take that one out.

I wouldn't remove a tutor (too often just need 1 particular card), but I agree on Stranglehold . Curiosity wins immediately when placed on Niv-Mizzet, the Firemind ... I may start with just Dissipation Field in place of Stranglehold and see if it makes a difference. Thanks for the suggestions and +1's are always appreciated =)

All right, made some changes here. Pulled out Prosperity , Stranglehold and Minds Aglow . Added Waste Not , Sire Of Insanity and Dissipation Field . The X cost draw sorceries are very underwhelming so I don't mind losing them.
Comments/suggestions?

Two cards I would highly recommend are Sigil of Sleep and Elder Mastery . These cards, when put on Nekusar or any other creature that pings opponents like Fate Unraveler or Kederekt Parasite , are simply evil. Helm of the Ghastlord is another option to put on Nekusar, but I might not recommend it, as it could very easily force you to deck yourself due to card advantage.

Very nice aura options there Angry_Potatoes, but I wonder how much I'd have to dilute my primary objective to get them in? What do you see as the weakest cards that could be removed for one or more of these suggestions?

I see Toxic Deluge as a dangerous option in a deck with practically no creatures to protect you, and very few ways of regaining life. I feel Sigil of Sleep could replace it, as it removes lots of creatures as well, just slower and without the life loss. Either that, or substitute Curiosity for Sigil of Sleep ; I've found that Curiosity on Nekusar makes you draw cards waaaaay too fast, and you'll deck yourself out very very quickly. I know that its an instant-win on Niv-Mizzet, but Sigil of Sleep costs the same, has a very cool effect and doesn't leave you in danger of killing yourself.
As for Elder Mastery , I think you could add it in by removing either Reforge the Soul or Whispering Madness . I understand that they fit into the theme of discarding hands to draw new ones, but they are both a tad on the expensive side, and their bonuses will very rarely, if ever, be used. You have exactly one evasive creature on which to Cipher Whispering Madness , and casting Reforge the Soul for its Miracle cost hardly seems likely, as it's not very likely to be the first card you draw in a turn in a deck where you draw cards left and right. I guess it comes down to personal preference which you keep; or you could simply disregard my advice, that's always an option too :)

Edit: I missed that Curiosity , unlike Helm of the Ghastlord , says "you MAY draw a card", so it doesn't force you to deck yourself.

Reforge and whispering madness are exactly what this deck wants to be doing. They would never be out on my list of suggested cuts. Also as far as the CMC goes elder mastery is bit more mana intensive and higher mana cost than either of the cards you suggested to cut.
As far as curiosity goes there are a few wheels that shuffle graveyards into libraries. Add those and you will meet deck yourself. Time Spiral Time Reversal etc. it's better than elder mastery because mastery paints a larger target on nekusar's head than curiosity, but curiosity also draws you wheels, thy when cast, takes away your opponents answers to the enchanted Nekusar.
I play all curiosity effects (Helm of the Ghastlord Ophidian Eye Tandem Lookout and Curiosity ) because the sheer draw power is unmatched and invaluable to the strategy.

Breathstealer's Crypt yo. You only have 11 creatures anyway, so shouldn't effect you too badly, and works great with your bleedy discard theme. So either they discard every creature they draw and lose 2 life to Megrim , Liliana's Caress and Bloodchief Ascension , or get to keep them and lose 3 life for each. Oh, what fun for your opponents!

Added Crucible of Worlds and Flooded Strand and removed Shivan Reef and Jace Beleren . One fetchland away from making the deck about as stupidly overpriced as possible. Anyone got a Wooded Foothills for trade?
