Butcher of Malakir should fit your budget and aid you heavily. Other that love playing straight swamps: Corrupt, Tendrils of Corruption, and Squelching Leeches(Korlash minus the regenerate). Also Mortuary Mire might work too to get one creature back from the grave. If you like that Cadaver Imp might work too. Great job making an EXTREME budget that looks pretty crazy tbh. I hope st least one of these can help you!

Thanks for the suggestions! Butcher of Malakir and Cadaver Imp will be great. The only reason I'm not going to play Mortuary Mire is because it is a nonbasic land, and therefore technically adds to the price and nothing else.

I agree the deck looks awesome but I would try and find maybe 1-3 or so OTHER cards you can rely on to win or take control if the commander is having trouble staying around. Buthcer is cool too as you can kill a weakling of your own and amplify the death by making each opponent sacrifice a creature as well. I would say yes on mortuary mire as it adds like 15 cents to the cost and just has a nice ability if nothing else. Black should always have some touch of grave retrieval imo.

If it's within your budget constraints, I suggest giving Hex Parasite a spot. Good for spending 2 life to kill something if you're tapped down, and also good at dealing with planeswalkers.

Squee's Toy is ANY creature, not TARGET creature. It doesn't actually target the creature, so therefore, it just prevents one damage to any creature in play.

Skullclamp wouldn't work the way you want it to. When you activate the equip ability, the sac trigger would go on the stack above it, so the creature dies before the clamp attaches. other than that, very cool!
