Well a while back i built my Eye of the Storm deck and i have made several renditions, this one is designed to be legacy competitive and should be able to combo out for the game is as little as 5 turns.

First the idea is to mana ramp and either get a Blinkmoth Nexus or a kahlni garden. By that point you should have enough mana to polymorph the token / blinkmoth into an Academy Rector. then you kill the rector on way or another to pull an Eye of the Storm. cast any instant or sorcery followed immediately by a Spellshift and that's game.

Turn 1: Island, Preordain, draw a Mystical Tutor

Turn 2: Forest, Explore, draw a Rampant Growth, Khalni Garden

Turn 3: Explore, draw Forest. Forest, Rampant Growth to pull a Island

Turn 4: Mountain. Mystical Tutor to pull a Polymorph.

Turn 5: Polymorph the plant token into an Academy Rector

Turn 6: Lightning Bolt the Academy Rector pull an Eye of the Storm, Mystical Tutor, chain Spellshift Combo out for massive damage,
