Welcome to LC. I created this format by thinking about some fun twists I could add to Magic (EDH, specifically), and implementing them.

LC, or Legendary Constructed, is a customized format I created. Since only two people (me and my friend) have made decks for this format, I have yet to see if it will be multiplayer or not. Objectives are the same as any other format. Get the other person to 0 life, or play a "If X, then you win the game" effect.
LC decks are 100-card minimum decks, similar to edh, but is constructed, not singleton, meaning you can run up to 4 copies of cards (barring basic lands, of course), and the deck maximum is 125 cards, if you choose to do that. I am also willing to make it so that decks no maximum size (if someone wants to play a Battle of Wits deck), but I don't want to make mill useless. Like I said, I'm willing to be talked either way. There is no sideboard, wishboard, or any other board apart from mainboard. When building a deck, you must choose a commander. Unlike edh, your commander can be any legendary creature, any planeswalker, any legendary artifact, any legendary enchantment, any Saga, any legendary sorcery or any legendary instant. The only other difference between edh and LC deck building is that you are allowed to - but not forced to - choose any colour outside your commander's colour identity, and run that colour in your deck. This allows for mono-coloured commanders to be two-colour decks, and allows artifact commanders to have a colour in them. Cards with , , , etc. are allowed to be run as long as 1 of the colours in the symbol is in your deck. If an MDFC is one colour in your colour identity on one side, but another colour outside your colour identity on the other side (Plargg, Dean of Chaos  , Pestilent Cauldron  , etc.), you can run the MDFC, but you can only play the side in your colour identity. Split cards such as Consecrate / Consume are allowed if one half is outside your colour identity and the other half does fit, but you are only allowed to play the half that is in your colour identity (a White/Blue deck could run Consecrate / Consume, but it could only ever play Consecrate, and it must spend White mana to do so). Cards like Onward / Victory, fuse cards like Wear / Tear and cards that have a flashback cost that has another colour in the flashback cost (such as Rally the Peasants), however, can only be played in decks that completely match the colour requirements (a White Black deck could not run Onward / Victory, Wear / Tear or Rally the Peasants, but it could run Hide / Seek and only ever play Seek). My logic for this is as follows: split cards (such as Hide / Seek) are two separate spells on one card (Hide being entirely independent from Seek), meaning you are not required to pay mana outside your colours to cast the spell, while Fuse/Aftermath/Flashback are dependent on mana outside you colours. If you choose to run an extra colour, specify what colour it is before you play. You are not allowed to run lands that tap for mana outside your colour identity (for example, Gaea's Cradle is not allowed unless you are running green. If a land taps for any colour, like Command Tower, it is allowed). You are allowed to run up to 3 copies of you commander in your mainboard. These are not affected by command tax, cannot be sent to the command zone, and do not count as your commander, for the sake of cards such as Tome of Legends. You are allowed to run a companion as a companion, but it must fit colour restrictions, and does count as 1 of the 99. If you run a Saga as your commander, the Saga is concidered legendary.
You are allowed 1 free mulligan when playing. After that, continue to draw to 7 cards, but keep track of how many times you have mulliganed (after the free mulligan). Put one card from your hand on the bottom of your library for each mulligan counted this way (yes, you could mull down to 0 cards in hand after everything). Decide among the players how to decide who will go first (rolling dice, rock-paper-scissors, Pokemon TCG tournament, D&D campaign where your PCs fight to the death, the choice is yours). Other than that, normal EDH rules apply, except each player starts with 25 life, and there is no commander damage.
I don't want to update this every set, nor have I taken the time to look at every card to see if it would be legal. As such, I have - instead of a list - a set of criteria to determine legality. Of course, if you feel as if your playgroup should ban a certain card, feel free to ban/restrict it. If there is anything game breaking that I missed, please either ban or restrict it, then let me know. As a rule of thumb, I prefer to not ban things unless they completely destroy the game. I am much more willing to restrict something. Banned means the car is not allowed, Restricted means you are allowed only 1 copy in your deck.
Power 9 cards

Any Artifact that will immediately give you more mana than you spent to gain that mana in a vacuum. (ie: Mana Crypt, Sol Ring).

Any creture that can tap for more mana than you spent to cast them (eg: Rofellos, Llanowar Emissary). I don't think there are any enchantments that tap to add mana.

Any artifact that can immediately give you the same amount of mana as you spent to gain that mana (ie: Basalt Monolith).

Mox Opal is restricted because TECHNICALLY you have to have 3 artifacts to activate it, so I'm allowing it, but restricted.

Planeswalkers that can can reduce the cost of spells to effectively (eg: Saheeli, the Gifted, Tezzeret, Master of the Bridge).

Effects like Dark Ritual, Jeweled Lotus, Geosurge, Lotus Petal, etc. (where you get more mana than you paid for initially, but on an instant, sorcery, or sacrificed artifact) are restricted.

Gaea's Cradle is restricted because I want to let people play it, but it is the easiest to abuse out of the similar legendary lands.

Iona, Shield of Emeria is restricted because I wanted to have pity on my friend. I personally love Iona, but I know many don't. She is restricted.

Silver-bordered cards, holiday promo cards, and Heroes of the Realm cards are legal, but restricted.

Note: The signets are legal. They cost 2 mana to cast, 1 mana to activate, and give you 2 mana. They net -1 mana, therefore they are fine.

First, please avoid taking an EDH deck and making it constructed.

Second, try to break the format, and tell me if you do. I may try to make some changes.

Third, feel free to try playing a 3/4 player game, and see how it works. I have not playtested this format in anything beyond 2 players.

Fifth, try experimenting with random stuff. I've made several decks because I saw something and thought it would be fun to try making a deck around that. One of them turned into my favorite deck I've made for LC.

Sixth, try to have fun. This was not meant to be competitive. I'm not going to stop you from making it competitive, but try to enjoy it.

Seventh, feel free to try experimenting with LC in weird formats like two-headed giant or planechase.

Eighth, your commander's colour identity does not change if you choose to add a colour. For example, using America found out you had oil, if I chose to run a card like Commander's Sphere I could only ever tap it for or .

Ninth, if you wanted to run a pair of partner commanders and a companion, your library would have 97 cards in it before taking an opening hand.

Tenth, If you have any questions, whatsoever, about rules, restrictions, etc, please ask. I my have overlooked something while making this format.

Eleventh, some of my friend's decks may contain cards that are banned. He has not updated the decks since he posted them, even though some rules may have changed since then. I'll still link them below, but keep that in mind. Also, ignore LKK. He made most of his decks before I had a solid name for the format, so he went with LKK. When I did find a decent name, he continued with LKK out of habit.
