Congrats guys we made it to #1 :D this marks the 5th deck I've constructed that survived the great trek to the top!

You need to add Isochron Scepter to this deck.Isochron Scepter+Boomerang+Warped Devotion= Goodbye lands! If you are on the play, the Opponent is stuck at three lands at most the entire game.

The problem with that concept is that it actively slows down the deck which by turn 3 I usually have enemies on board that I need to deal with and I often see artifact removal (especially on game 2) but in game one as well via burn decks and cards similar to Abrupt Decay so while I like the concept it is only idealistic situations (which never come about) in which I would rather take a slower set up/response vs a faster one.

Abrupt Decay hurts this deck bad. For starters might I suggest either Redirect or perhaps even Commandeer if you can fit it in there. I think these cards are often underestimated in modern, but really can pack a wallop. Great against burn, infect, perhaps even Tron... (commandeer your sylvan scrying?? Don't mind if I do!!) I also feel like a 1 of each Liliana's Caress and Waste Not in mainboard, and 1 each in sideboard would probably win more game 1's, then board in whichever is better game 2. The Iso's seem a little fragile in here, good... Just a question of whether or not you can gain advantage from it, or if it would be a loss of card advantage. I think against most well tuned decks it would be lucky to activate 2 times. If you were to decide to splash in another color I really feel like Staggershock could work some wonders here. 2 counters off of TITI, 4 burn that probably could go right to the face because there is a good chance it could be flipping TITI. Another splash that seems good could be white for Feeling of Dread if you find that certain decks put out the damage faster than you can deal with it. Love the deck and hope some of the suggestions help.

The first thing I noticed when I playtested this is you aren't running enough lands, and some of the ones you've chosen can create some really clunky draws. If you're doing a resource denial strategy based around bounce effects, you can't afford to stumble on mana in the early game, and it's imperative you have on turn 2. I may have just got some bad draws, but many of these cards felt pretty bad to draw in multiples, and the <2 cmc instant count seems really low for scepter to be good. I can see the draw (couldn't help it) of archivist but with such a low creature count it seems like it would just eat a Path or Bolt as soon as it hits the table. Since you're only running 8 actual creatures I feel like there might be more value in just foregoing creatures altogether and giving your opponent some dead cards. Well, they can hit a zombie token, but still that favors you. You can get the same effect from Whispering Madness which you can cipher onto a Creeping Tar Pit for shenanigans, or Dark Deal is similar, cheaper, and curves nicely after a Waste Not. It's been my experience when using any of these Windfall type effects you usually want to have insurance against decking yourself. Also, you probably want at least one basic Swamp because Blood Moon. I'm going to try playtesting it with the following changes: -1 Isochron Scepter, -2 Warped Devotion, -4 Jace's Archivist, -4 Thing in the Ice  Flip -1 Urborg, Tomb of Yawgmoth -2 Sunken Ruins -3 Snapback -4 Serum Visions. +4 Darkslick Shores, +2 Creeping Tar Pit, +4 Remand, +4 Darkness, +2 Whispering Madness, +3 AEtherize, +1 Elixir of Immortality +1 Swamp. I'm also considering Wistful Thinking, Talisman of Dominance, and more bounce like Regress and Clutch of the Undercity, but really wish they were more scepter-friendly.

Waste Not maybe? With the warped thing out, you can benefit from bouncing their permanents and choose which buff u want by picking which permanent to bounce.

Have you considered Recoil? It is 3CMC vice 2 like all the other bouncing spells you have, but it can return any of your opponents permanents/lands (provided it's not hexproof/shroud) and if you already have Warped Devotion in play, then you get a double discard for one more mana. I like the deck, +1 from me!

I actually just removed that card in favor of Liliana's Caress as its a more aggressive choice which helps my clock.

@Fiochv2 that card is not modern playable.

Thoughts on Quest for the Nihil Stone? Or Snap? +1 from me for one of the most refreshing lists I've seen in a while. About time Warped Devotion got some love.

I think it's also worth noting that Spellskite is a horror. Maybe a good side kit option versus aura decks and the like.

Mana Breach could be good if you could find a good way to play around it. I have a similar deck and lately I have been testing Day's Undoing. I like it but I'm currently trying to find the best way to incorporate it. It works ridiculously well as the last spell to flip Thing in the Ice  Flip, with or without Warped Devotion. There's always the chance your opponent could get a better draw, but if you focus on bouncing lands it can set them back so badly.

What about Engulf the Shore It would be good at almost any point in the game, could even side board it just to keep it handy against creature decks

It's not budget but a few Snapcaster Mages would be great. Other then that great deck.

You should add Engulf the Shore or Whelming Wave these would help with the return every creature to it's owner hand strategy.
