Dimir Rogues coming in to destroy and opponent's library by slipping through the shadows and back alleys to get past their best defenses.

Basic strategy is to get the rogues out and cipher on to them while bypassing their creatures to deal damage and triggering the cipher abilities.

Creatures:

Balustrade Spy: Combos with Voidwalk and Nephalia Smuggler for constant mill. ideally we'll Voidwalk him on our turn, and then use Nephalia Smuggler on the opponent's turn to save him from sorcery speed removal and get us an extra use of his ETB effect.

Bane Alley Broker gives us some draw early on and can help us save cards from discard effects.

Deathcult Rogue and Invisible Stalker are our primary attackers. They make good targets for cipher abilities being able to bypass our opponents defenses and trigger the extra casting.

Shadow Alley Denizen is here primarily as a early game drop and a chump blocker or sacrifice for Undercity Informer. Her ability can help get some extra damage in early game, but is largely unneeded.

Undercity Informer combines with Call of the Nightwing to get some repeated mill and is slightly more reliable than Balustrade Spy. He also makes a good last ditch effort if we know we can't survive our opponent's next turn.

Spells

Hands of Binding is our primary means of defense against our opponents creatures keeping them tapped, and our life totals up.

Psychic Strike is here in place of Cancel or Dissipate since it allows us to mill them in addition to stopping their spell.

Paranoid Delusions is our spell for mill ciphered onto Deathcult Rogue , or Invisible Stalker.

Ultimate Price, Tragic Slip and Vicitim of the Night are here to deal with creatures that are getting in the way of Deathcult Rogue .

Tried the deck out at the modern tournament we do here on center. Not an official one, but still did pretty well. Tournaments were Double Elimination. I lost my first match 2-1 against life gain and token gen. Both losses were fairly close, and one was caused by my forgetting to do a cpiher. I was seeded for the second round, and then was eliminated by UW Allies 2-1 again with close games all the way around.

Problems I've noticed are:

  1. Slow Start. I need to get my deck up and running faster than turn 3-4 if possible. Both decks i played against were fairly slow, and I was largely able to survive by milling out most of their land they needed.

  2. Defense. Big critters and flyers are a major problem for this deck. Need to develop better defenses, also need some anti-mill to keep alive with against other mill decks.
