My take on a unique (and likely rarely played) deck helmed by Hallar, the Firefletcher. In a regular commander game you have WAY more options for cards with kicker, making him somewhat harder to run here in a Brawl setting but hear me out.

Hallar is not a terribly frightening commander. Unlike The Scarab God or something that will immediately be hated out, I hope Hallar draws me less attention. With the over abundance of +1/+1 counter cards currently in standard I hope to pump Hallar a decent amount without kicker cards. Then when I can cast a solid kicked card the damage will be more significant since his ability doesn't care where the counters came from as it resolves.

The deck itself functions as a solid gruul ramp and +1/+1 counter deck. Hallar is there to finish games off or keep things interesting if the board stalls. He is also best buddies with a dead cow. Neheb, the Eternal loves pinging all the opponents!

The deck breaks down with a nearly even number of cards with kicker/+1/+1 counter synergy. It also has a healthy smattering of ramp and elves (making Marwyn, the Nurturer more effective) and just enough direct damage and removal.
