Stated goals:

Create a Mono-Red Burn deck that is Modern legal that can hang with the rest of the pack
Be affordable for my small budget
Can be converted into a Standard Legal deck just by swapping out 15 cards.

I spent most of the day yesterday tweaking the deck to its current configuration. I am pretty happy with what I have so far, but I will know more with playtesting which is the next step at this point. I thank everyone who contributed and gave me advice at this point in time.
