Based on your tags, I see that you deck will probably play against friends who like the card restrictions of Modern. Your deck is well suited for that scenario, which probably includes multiplayer games and awkward early turns of not attacking. You have a way to turn your early start into a huge presence with you higher mana cards.
However, if you plan to take this competitive, there are some factors to consider. Your count for Captain of the Watch should go down from 4 to 2 or even 1. While it is cool to get value off a Preeminent Captain and Conjurer's Closet (which has to go almost entirely) it'll clog up your hand against the faster Modern decks. Many time in Modern you either need to be curving out fast or removing stuff fast. Considering your budget, you appear to not be able to run Path to Exile and therefore need more early threats. Some good ones include Soldier of the Pantheon, though not as a 4 of like in Standard. It dodges Electrolyze and Lightning Helix. You should put the slower stuff into your sideboard in case you run into a slow deck like Blue Blood Moon control or Jeskai Control.
I would therefore cut all card with CMC 4 or above out or to a low number and replace them with what we call "Lords" (your Field Marshal is an example). Elspeth Tirel is good, but try Elspeth, Knight-Errant instead. It requires an answer and gives your guys evasion on a clogged board. Tectonic Edge keep many deck off of more than 4 lands, and a deck like this needs to go wide quickly to battle burn. You also can't trade one-for-one very well as you don't have card draw. I would suggest 3 Mentor of the Meek to try and hold up your hand in the long game.

I'll try and add Knight-Errant, but most of the others that I probably wouldn't be able to trade for are too expensive.

sqwash984 Fabled Hero doesn't do enough in a weenie shell for Modern. The only spells that target creatures in the deck are the 4 Cloudshift, which immediately get rid of the counter anyways.
Nice to see you heeded my suggestions; however, I disagree with the loss of 4 Preeminent Captain. I think that, in order to fit them back in, cut 2 Crusader of Odric and one Suture Priest to the sideboard. While Suture Priest is not a fantastic card, your deck is full of 3 drops, so adding two three's back in can mess the curve up. I would also put a Precinct Captain back in the mix for that reason.
Considering your 14 card sideboard, one slot is open. While I like your sideboard enough (not much variety, but your deck archetype doesn't offer much anyways) I will allot 5 slots to the "fog" slot ( Safe Passage, Brave the Elements, Rootborn Defenses ). You should include at least 1 Rootborn Defenses in your sideboard to prevent wraths like Supreme Verdict. I'll leave the numbers up to you.

If you want, try Soul Warden for Suture Priest, but no biggie. Also, Captain's Call is a bit expensive so maybe try Raise the Alarm. I doubt Intangible Virtue is gonna make a huge difference but a good card, none the less. Brave the Elements is not SO effective with this deck. maybe a bit more land. Interesting deck.
