Pirate kindred deck helmed by OG!Brass.

I suggest stealing noncreature permanents with the commander since that's less fragile in the face of wipes. On that note, don't overcommit; you only need to hit a person with three Pirates to trigger Brass. You're better off saving that spare Changeling Outcast for a rainy day.

For opening hands, I think you should aim for 2+ Pirates (or at least draw/tutor cards so that you can get some) and 2+ lands.

Fathom Fleet Captain is one of two sources of evasive Pirate tokens. It can help sustain the necessary numbers to get in the requisite three hits while letting you hold back on other Pirate cards. Beware the base toughness, especially if you don't yet have Brass' anthem to pump it.

Teferi's Veil: On one hand, this'll completely protect your attackers against sorcery-speed removal, which is nice for keeping around the requisite three pirates. On the other hand, you'll have to hold back Brass herself since otherwise she'll be phased out when it's time to steal a permanent. Similarly, you won't be able to benefit from other creature's abilities if they're phased out, especially more reactive ones like Siren Stormtamer. I suggest holding it back a bit until the board starts getting ripe for a wipe. (Also, it unfortunately causes Kitesail Larcenist to malfunction.)

Francisco, Fowl Marauder will get +1 power from Brass, so he doesn't need to have previously explored for a +1/+1 counter to contribute.

When people lose their stolen stuff gets exiled, so Helm of the Host + Port Razer helps you win on your own. (Glint-Horn Buccaneer & Malcolm, Keen-Eyed Navigator is overly famous and just gets Malcolm killed when you want him to ramp; you can pinky swear you're not running it.)
